Background
Oxfam GB and WFP have an ongoing partnership covering the Gaza Strip, addressing food and nutrition security of non-refugee populations.
The current Terms of Reference (ToRs) lay out the basis of a short independent study to be implemented starting mid November and December 2015 and finalising not later than end of January 2016, which will explore how the linkage between the programme ‘Economic Recovery in the Gaza Strip’ (ERGS), funded by DANIDA and headed by Oxfam GB, and the Value Based Voucher (VBB) programme of WFP, may be rendered more robust and synergistic, one outcome of which could be to leverage further funds. It will also provide a quick scan of the market with possible assessment of certain products’ saturation points in the context of the local economy. A concept paper will also be an outcome of the exercise.
Tasks and deliverables:
The technical consultant expected to conduct the following deliverable:
-Design a more elaborate study proposal based on these ToRs, by no later than a month after the beginning of this consultancy, including the tools and methods for conducting the study
-Conduct the study and provide Final Report, including analysis and recommendations, for discussion and approval by WFP and Oxfam GB – days to be proposed by consultant
-A Concept note for continued and enhanced collaboration between WFP and Oxfam GB, based on the approved study Final Report
The technical consultant is expected to deliver the following Tasks:
to investigate specific entry points and opportunities, include:
-Looking at the existing scope of work between Oxfam and WFP, and to identify what are the key opportunities to improve linkages
-Recommending specific entry points and strategies based on rapid market analysis as appropriate
-Analysis of the advantages and disadvantages of various interventions (direct investment in linkages, indirect and organic synergies between projects, and likely benefits to different target groups)
-Influence on impact and outcome of ongoing policies and practices within the two programs and organizations
Qualifications
The study will be conducted by two individuals; one will be an international food and nutrition security specialist, with wide experience, including five years’ working in West Bank and the Gaza Strip. The second consultant will have to be recruited by the lead consultant. The lead consultant will have a thorough familiarity with the Gaza context, to enable inter alia a rapid market assessment as part of the study.
