DGD Project Officer

DGD Project Officer
40 hrs per week
Based in Ramallah
JOB PURPOSE:
To contribute to the delivery of the Oxfam’s strategic objectives and program in the OPT, under the “Saving lives now and in the future” program, particularly in the areas of livelihood/ gender mainstreaming and protection, through the support to the Field Coordinator on planning, implementation, analysis and reporting of assigned program areas and work with partners. Under the supervision of the Field Coordinator key responsibility of Project Officer is to participate in the implementation of the two DGD (Direction générale de la Coopération au Développement, Belgium) funded projects:” From Emergency Food Security to Durable Livelihoods: Building Resilience in OPT” and “Integrated Protection in Area C: Enhancing the Resilience of Communities to Violations of International Humanitarian and Human Rights Law” and to contribute to the development of Oxfam’s program and its program analysis. The Project Officer will be responsible for:
-liaising closely with the Field Coordinator on all aspects of the two DGD funded projects;
-providing timely and accurate implementation of the two DGD funded projects and supporting the partners staff regarding technical, logistical, and administrative matters related to the two DGD funded projects;
-contributing to the final review by monitoring the impact of the projects, and contributing to the final reports and lessons learned from the DGD funded projects.
DIMENSIONS:
-Day to day support for the two DGD projects (Area C, OPT) to ensure program delivery by partners and project assistants as per agreed plans and strategy.
-Provide professional technical advice to the Program team, specifically in the areas of livelihood, protection and local partner’s capacity building.
-Interpret and analyze information on livelihoods from Oxfam and other external specialist sources for country use.
-Support the mainstreaming of gender in analysis and projects.
-Capacity building, training and coaching of local partners and project beneficiaries.
-Problem solving and analysis: provide clear advice to the Field Coordinator and the team for an adequate decision making.
-Information sources may be diverse although they come mostly from field data collection and direct observation in project and non-project areas.
-Short, medium and long term planning is required in the context of changing priorities.
KEY RESPONSIBILITIES:
-Provide support to the quality implementation and reporting of the DGD Humanitarian projects, in coordination with local partners and the humanitarian team.
-Under the supervision and guidance of the Field Coordinator, support the project partners by providing technical assistance in project implementation, monitoring and evaluation.
-Participate in internal coordination meetings.
-Provide support to ensure high levels of participation of beneficiaries through partners,
-Provide support on the capacity-building assessment and support to the partners.
-Participate in routine monitoring and evaluation and compliance with donor guidelines
-Provide support to adequate reporting in line with Oxfam’s documentation and learning requirements and the requirements of donors,
-Ensure that the program and project incorporate gender.
-Prepare or coordinate project documentation, for grant recommendation, monitoring, evaluation, learning, communications, advocacy or fundraising/To ensure compliance with Oxfam’s procedures and time lines, and those of other donors funding work through Oxfam.
-Consult regularly with the Field Coordinator and such other staff as may be appropriate; to review issues arising and progress towards the DGD program outcomes.
-Support the design of new project phases as well as new proposals.
SKILLS AND COMPETENCES:
-Relevant qualifications in Economics and Agriculture.
-At least 5 years professional experience in implementing sustainable livelihoods work/gender/development.
-A good depth of appropriate technical skills, policy knowledge or subject specialist and experience of program issues.
-Good organizational awareness.
-Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards.
-Takes responsibility for own work.
-Anticipates problems and regularly provides solutions.
-Successfully manages conflicting priorities.
-Demonstrates developed communications skills.
-Proactively assumes more responsibility and/or more difficult areas of work in agreement with manager.
-Excellent written and spoken English and Arabic.
Desirable:
O Previous experience with Oxfam.

The employee will be contracted by Oxfam Italy with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors.
Indicative salary range: ILS 8,500 – ILS 11,000 gross p.m.
