Local Government Policy Development Programme - LGPD
The “Local Government Policy Development Programme”LGPD, aims at supporting the Palestinian Authority (PA) policies and programmes on its way to state building. This programme is funded by the Danish Government and executed through the Municipal Development and Lending Fund MDLFon behalf of the Ministry of Local Government MOLG.
In this respect LGPDis assisting on establishing Policy and Strategy Unit (PSU) in MoLG; to enhance the ministry’s capability to prepare coherent policies and strategies in the field of the local government sector and to transform these policies and strategies into implementable action plans. The PSU is placed as a unit with reference to the Minister.
The Municipal Development and Lending Fund (MDLF) in cooperation with Ministry of Local Government MOLGare seeking a qualified, experienced, results-oriented staff for the following positions:
Director for the monitoring and documentation Section (one year contract -renewable)
Main Duties:
The Director of Monitoring and Documentation in cooperation with the section’s PSU will evaluate the impact of MoLG plans and programs. More specifically, the Director of M&D will:
-Develop monitoring and documentation systems,
-Secure approval of an annual monitoring and evaluation plan;
-Suggest best monitoring and evaluation methods and mechanisms in accordance with the applicable international practices and standards,
-Ensure proper documentation of all technical documents, outputs, study reports of interest for the PSU,
-Disseminate the results of assessments and evaluations;
-Co-operate as appropriate with the other section of the PSU on the preparation of policies, strategies and action plans.
-Conduct other activities as requested by her/his supervisor.
Qualifications and Experience:
-University degree in administration, finance, economy, decentralization or related fields.
-Minimum 3 years’ experience in monitoring and evaluation, project management.
-Excellent communication skills and presentation in Arabic and English.
-Excellent computer skills, MS office, MS Project, Excel functions and PowerPoint
-Be highly committed, able to work in teams under pressure, and meet deadlines
