Director of Finance and Administration - West Bank/Gaza
Job Description

CHF International seeks a Director of Finance and Administration to provide financial and administrative management of donor funded international development projects in West Bank and Gaza. Since 1994, CHF International has been designing and implementing programs to stimulate employment and livelihoods; work with local municipalities and NGOs to rebuild infrastructure; provide access to credit; and provide direct humanitarian relief to improve the environment in urban and remote communities in West Bank and Gaza Strip.
Responsibilities will include:
-Providing supervision to and management of finance, HR, and IT teams;
-Managing recruitment, training and daily supervision of local administrative and finance staff;
-Creating, implementing and monitoring proper accounting and financial management systems per CHF internal policies and USAID regulations;
-Providing overall budget control; reconciling, adjusting and maintaining budgets and producing and analyzing P/L reports;
-Producing and analyzing financial statements for CHF field management; producing and submitting financial reports according to donors' standards;
-Preparing CHF field program for all internal and external audits; acting as the point of contact for all audit activities;
-Providing technical assistance to staff in implementing and complying with financial and administrative procedures to ensure compliance with regulations;
-Serving as the financial liaison to CHF HQ, local NGOs, other implementing partners, implementing units, and international donors.
Qualifications
-Advanced degree in Finance or Accounting; CPA preferred;
-Minimum of seven years experience in the Director of Finance and Administration or CFO role for complex, large-scale donor funded programs;
-Extensive knowledge of USAID rules and regulations for cooperative agreements and grants management;
-Experience working with various implementing partners, ensuring transparent and timely financial decisions in a complex environment;
-At least 1-3 years of experience working in West Bank/Gaza or Middle East desirable.
-Experience working in post-conflict settings required;
-Fluency in English, written and verbal, required
