Director of Finance and Administration
Effective with the release of this position announcement, an international NGO will be recruiting applicants for the position of Finance and Administration Director. The responsibilities, duties, and qualifications are described in the attached position description.

Position is contingent upon receipt of donor funding.

POSITION DESCRIPTION
POSITION TITLE: Director of Finance and Administration
LOCATION: Ramallah, West Bank
REPORTS TO: Chief of Party, West Bank Gaza

PROGRAM SUMMARY:
The program would respond to small to medium-scale infrastructure needs identified by the Palestinian Authority (PA) and the USAID West Bank Gaza Mission to support improved physical infrastructure. Activities considered under this program will include, but not be limited to, the construction and renovation of school facilities; rehabilitation and development of youth/women and recreational centers; renovation of NGO/private health facilities. This program is to respond to urgent infrastructure needs, planning, design, construction and maintenance
of public infrastructure.

Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:

- Ensure project accounts are maintained in accordance with company and USAID policy and procedures
-Implement sound internal control practices in all project offices in accordance with policy;
-Ensure project expenditures are in accordance with the approved budget, project contract, and USAID policies;
-Ensure correct coding of expenses, and file supporting documents as per the set guidelines;
-Oversee project accountants as needed
-Supervise subcontractor office accounts
-Review and process subcontracting processes and subcontract invoices received;
-Familiar with USAID VAT reporting.
-Familiar with local laws related to taxes( VAT, income tax deductions and calculations)
-Handle and provide oversight of project financial and contract administration activities (including company and partners) to ensure adherence to contract guidelines and requirements, company policies and procedure and local laws.
-Oversee all programmatic financial transactions including social investment funds and grants;
-Develop and manage project budgets and sub budgets;
-Monitor monthly financial performance in relation to budgets and forecasts, obligated funds, commitments, and advances to subcontractors and consultants;
-Provide detailed analysis of costs, budgets, contract, and funding agency requirements as needed;
-Develop monthly project transaction reports;
-Ensure timely invoicing to USAID (company currently invoices on a quarterly basis);
-Ensure timely submission of the quarterly accrual to USAID (third week of the quarter);
-Ensure that monthly accounts and financial reports are submitted to headquarters by the given deadline;
-Review field and partner accounts periodically to ensure full compliance to given rules and regulations;
-Ensure that subcontractors comply with USAID regulations;
-Train and guide subcontractor staff in management of finance and contracts as and when such a need arises;
-Facilitate project audits as needed;
-Supervise office administration activities
-Ensure that all project staff follows company accounting policy (with respect to procurement, TA/DA, timesheets, receipts, etc.);
-Maintain all program property and inventory list, including servers, computers, furniture, supplies, and vehicle;
-Supervise office functions and activities related to procurement, travel, records and filing systems;
-Manage and record staff payroll;
-Approve and manage all employees, consultants, subcontractors, and leasing contracts;
-Manage working advances to staff and programs as required;
-Ability to travel in West Bank and Gaza

OTHER RESPONSIBILITIES:
Other tasks as assigned by Chief of Party
QUALIFICATIONS AND BACKGROUND:

Education: Bachelor’s Degree in Accounting, Finance, Business Administration or related field
Work Experience: Minimum of 7-10 years experience required including the administration of USAID contracts, financial management, human resources, and direct project management
Familiarity with Federal and USAID Regulations
Experience using CostPoint or other accounting software a plus
Ability to manage a diverse team
Skills: Excellent management, communication, and organization
skills are essential.
Strong analytical and computer skills, especially
spreadsheet and financial analysis
Professional level fluency in both English and Arabic,
reading, writing and speaking
Other: Palestinians or Palestinian Americans with appropriate experience are especially encouraged to apply
Must have previous experience working in the West Bank Gaza area
