Title:   Director of Municipal Service Improvements
Reports to:Deputy Chief of Party
Supervision of:    Planning Specialist, Service Delivery Specialist, Civil Engineer, Institutional Capacity Building Specialist, other Component 3 staff, as needed.
Location:Tetra Tech Communities Thrive Ramallah Office

BACKGROUND
The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. 

ROLES AND RESPONSIBILITIES
The Director of Municipal Service Improvements will have primary responsibility for leading and directing all efforts in the enhancement of delivery and management of municipal services by local government units (LGUs). S/he will report to the Deputy Chief of Party. The position is based in the Ramallah office with travel as needed within the West Bank.

MAIN RESPONSIBILITIES AND TASKS:

Technical Support
-Responsible for providing technical leadership for program delivery in the areas of urban planning, institutional capacity building, municipal service delivery and improvements to infrastructure;
-In coordination with other colleagues, manage day-to-day liaison activities as needed and maintain relationships with Palestinian counterparts and implementing partners as related to municipal service improvements;
-Oversee resources for all technical operations related to improvement of municipal services,  including supervising and coaching several technical personnel;
-Lead, mentor, and support a team of professionals in strengthening the capacity of partner municipalities in the technical areas related to improved municipal service delivery including planning, institutional capacity building, service delivery, engineering, in accordance with the contract statement of work (SOW) and approved work plan;
-Working with the project team and in collaboration with the project stakeholders, conduct and prepare reports on the Quality Services Improvement Program (QSIP) assessment;
-Use the QSIP results to develop plans and implement related activities to strengthen LGUs project planning, prioritizing, procuring, and managing delivery of basic public and social services in coordination with other team the DCOP, LGU representatives and in accordance with the project workplan,;
-Develop and direct mentoring and training activities in service planning and delivery to LGU staff;
-Assist in developing materials for training and management skills development; and
-Lend expertise to quality assurance and quality control of related technical activities.

Quality Assurance and Reporting
-Ensure that relevant technical elements of the work plans are being successfully implemented;
-Ensure subcontractor recipients meet their technical deliverables in close coordination with the DCOP and other colleagues;
-Provide inputs for the drafting of the project monthly and quarterly reports for USAID, as well as drafting other project updates and work plans as requested by COP or DCOP; and
-Support DCOP in ensuring that USAID and Tetra Tech rules and regulations are followed and that contract deliverable requirements are met. 
-Provide support to Monitoring and evolution team.

-Contribute to team effort by undertaking additional tasks and responsibilities
QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION:Master’s degree in Business Administration, Urban planning, Public Policy, or related field;

WORK EXPERIENCE:At least 10 years of experience in municipal management or urban planning; with at least five years experience with USAID projects;

SKILLS:    Demonstrated ability to interact regularly and professionally with senior host- government counterparts on policy and other strategic planning issues; At least five years of progressively responsible supervisory experience, including direct supervision and performance evaluation of staff; Strong communication and interpersonal skills, ability to work with all levels and functions within the company; Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information.  Must also be able to foster supportive working relationship among all staff; Strong computer skills. Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, SharePoint, and Word;

LANGUAGES:Fluent in Arabic, excellent English speaking and writing skills.
