The Palestine Children's Relief Fund is a nonprofit, nonpolitical, nonreligious humanitarian relief organization, established in 1992 to arrange medical care for sick and injured Palestinian children who could not be treated in their homeland. Since our founding, we have expanded and grown into one of the main relief organizations in the Middle East, helping thousands of children each year get the care and support they need to live better lives.
 
PCRF is currently looking to recruit a highly motivated professional to fill the following position:

SUMMARY OF THE ROLE
The Director of Operations is a position within the Palestine Children’s Relief Fund (PCRF) that will be located in PCRF Ramallah Office. The primary purpose of this position is to serve as a senior strategic leader for the internal operations, focusing on the PCRF mission to provide medical care and humanitarian aid for sick and injured children in the Middle East. The position will be focusing on systems and processes, which will result in efficient and effective operations within the organizational culture of PCRF, as well as mainstreaming child health issues in both emergencies and long-term development of the Palestinian health system, in line with the objectives of PCRF strategy.  This includes setting strategies, providing overall technical support and guidance, overseeing program designing and proposal preparation, ensuring relevant capacity building opportunities, disseminating best practices, promoting coherence among all PCRF programs and cross-sectoral linkages, and responding to emerging cases.
The Director of Operations will provide strategic vision and leadership including program management, supportive supervision and ensuring timely implementation and reporting. 
The Director of Operations is responsible for building capacities and empowering the Operations team to develop strong technical expertise in their respective areas.
The Director of Operations as part of the team under the leadership of the CEO will be accountable for delivering program results and will be responsible for producing high-quality programs, in addition to preparing regular reports, annual Operational plans, and annual budgets.
The Director of Operations is expected to work two days a week at PCRF Ramallah office, and to visit PCRF satellite offices the rest of the week, to ensure proper implementation of PCRF operations’ processes and procedures.
The Director of Operations will be responsible for the four main pillars of PCRF operations: Medical Missions, Humanitarian Program, Treatment Abroad Program, and Infrastructure. 
 
MAJOR DUTIES AND RESPONSIBILITIES:
  1. Operations’ Policies and Strategies:                                                                                                

  • Update the internal processes and current manual and create new Operations’ policies to match the constant growth of PCRF Operations.

  • Ensure that international best practices are included in internal operations.  

  • Provide strong leadership to bridge national and regional operations.

  • Identify challenges, delays, and obstacles within the internal operations, and provide recommendations and creative solutions to resolve them within the PCRF culture.  

  • Work closely with the CEO and senior staff to set overall organizational policies and priorities, to implement strategic plans. 

  • Draft components of PCRF Strategy and performance monitoring plan. Develop indicators and assess implementation effectively. Implement new processes, policies, and approaches to implement the strategy.

  • Ensure that all main pillars of operations; medical missions, treatment abroad cases, infrastructure, and Humanitarian Projects are well-coordinated and integrated.

  • Work closely with other departments under the supervision of the CEO to promote efficient optimization.

  • Prepare Scope of Works (SOWs), Project Descriptions (PD), and Action memos for future projects, evaluators, auditors as needed.

  1. Managing Operations’ Staff:

  • Directly managing operations staff in all countries.

  • Regular visits to PCRF satellite offices (3 days a week).

  • Provide guidance and support to the operations staff.

  • Establish clear and solid expectations, goals, and KPIs for the operations team.  

  • Conduct regular internal training sessions for the operations staff and build their capacities.

  • Evaluate the operations staff per the performance management system in PCRF and set up regular meetings with the staff to discuss work-related matters.                                                                                 

  • Cultivate and promote the values of PCRF within the organization.

  • Assist the team in problem-solving and give administrative and technical approvals.

  1. Program Management and Monitoring                                                                                     

  • Organize, oversee, and monitor day-to-day operations activities.

  • Translate the strategy into a plan and lead the process of developing the Annual Operational Plan AOP, with its indicators within the PCRF strategy.  

  • Assist in the development of Monitoring and Evaluation tools and methods and establish an effective M&E system and guide the implementation team to use these tools and methods

  • Review project activities and implementation; take actions and essential initiatives including project/ agreement/ contract/ MOU modifications, and measures to resolve any challenges.

  • Monitor achievements of PCRF objectives through site visits, observations, lesson learned discussions, and program evaluations. 

  • Discuss progress, successes, issues, and challenges with the CEO on a regular basis.

  • Budget and report on long term development and short term relief projects. Ensure that projects and activities’ funds are used appropriately and within the budgetary limits. 

  • Receive and review monthly vouchers and provide approval for payments and advances.

  • Lead the preparation and the submission of program reports and other required quarterly, annual reports.

  • Receive and review weekly/monthly/quarterly reports from Operation staff to monitor progress and evaluate implementation.

  • Responsible for supporting the CEO in providing accurate data to support all aspects of management decisions and fundraising specifically through strategic and operational planning guidance and by ensuring that required infrastructure and support services are in place.

  • Manage relationships and agreements with external parties.

  • Perform other related duties as assigned.

Anticipate future consequences and trends, and incorporate them to translate strategy into an action plan.  

  • Effective communication: understand effective communication concepts; ability to effectively explain complex concepts in simple clear language (in both English and Arabic).

  • Delegation: Ability to empower, coach, develop, and motivate the team to effectively perform tasks and responsibilities to achieve results and meet expectations.

  • Conflict Management: Understand how to anticipate, recognize, and deal effectively with existing and potential staff related conflicts and create the rationale for and the ability to provide tactful, direct, and actionable feedback.

  • Technical: Knowledge and skills in PCRF areas of expertise, particularly health, capacity programs, Human Capacity Development. Have a strong knowledge of information technology, social web, and web applications. Demonstrate well understanding of the trends, directions, and major issues and the ability to apply knowledge appropriately in PCRF organizational context. Commitment to and understanding of  PCRF’s aims, values, and principles.

  • Experience with budget and business plan development.

  • Strong analytical skills.

  • Experience: A minimum of twelve years of experience in management and supervising projects, of which at least five of them in a senior management position.

  • Education: BA Degree in Business Administration, Humanitarian studies, or a relevant field of expertise in addition to international certificates.
