The Municipal Development and Lending Fund (MDLF) is a quasi-government organization with technical, financial, and management experience in the field of Municipalities’ development, with particular experience in projects related to infrastructure, capacity building, employment generation, as well as data collection and reporting.

The MDLF is seeking a creative, results-oriented leader for the position of the Director of Operations (DO). The DO will support and assist the MDLF Director General (DG) in managing and following up all technical tasks and projects implemented by the MDLF. He/she will also provide advice to the DG toward the achievement of the MDLF mission, vision, strategy, annual goals and objectives. Per the delegation of the DG, the DO shall represent the Fund in front of other organizations, donors, municipalities, and government agencies.

The DO will be a core member of the executive management team of the MDLF and will lead, motivate, and coach the MDLF staff to achieve the objectives of the Fund as stipulated in its strategic plan and other annual plans.

More specifically, but not limited to, the Director of operations will:
-Ensure effective and efficient out-put of the MDLF staff, departments and major projects consistent with goals as delegated by the DG of the MDLF.
-Oversee the implementation of the regulations, orders, and decisions issued by Director
General.
-Follow up the contracts entered into by MDLF.
-Follow up the implementation of the instructions, procedures and rules that regulate the various
activities and operations of MDLF and its relationship with other authorities and concerned parties.
-Follow up the preparation of the final financial statements and the preparation of the next fiscal
year budget of the closed year.
-Follow up enforcement of procedures for proper selection of qualified staff having the necessary
qualifications, skills and professional experience for the concerned position.
-Follow up implementation of plans and training programs for staff members to raise their efficiency and improve their skills.
-Any other duties and responsibilities mentioned in the MDLF bylaw or delegated by the DG.

Required Qualifications:
-The candidate shall have an advanced degree in Engineering, Business administration, International relations, Development Studies, Urban Planning, or related fields
-A minimum of 7 years of progressively responsible experience in Similar area of local governance, technical assistant, and public administration including extensive experience in leadership positions.
-A clear and comprehensive understanding and strategic vision of the challenges and
opportunities for the development of the local government sector.
-Strong analytical judgment; efficiency and results-orientation in a multi-tasking environment and excellent management capabilities;
-Excellent networking and partnering skills with a demonstrated successful resource mobilization
record;
-Proven ability to design and facilitate complex development interventions.
-Excellent knowledge of English and Arabic both in writing and speaking;
-Ability to use information technology effectively as a tool and resource;
