Job Title: Director of Research and Planning
Location: Jerusalem / Ramallah
Closing Date: December 12, 2009

The Welfare Association (WA), a leading agency supporting Palestinian development and relief efforts, is seeking a dynamic leader and team builder with excellent conceptual, analytical and organizationalskills for the position of Director of Research and Planning Department (R&PD). The R&PD reports to the Director General, and serves on the WA senior management team.

Responsibilities & Duties:

Supervise the research and planning of WA interventions in its geographic areas of operation. This
entails:
1-Preparing regularly WA strategic and evaluation plans.
2-Monitoring the compliance with WA strategic plan.
3-Conducting research on community needs and assets to plan WA programs.
4-Conducting “customer” satisfaction studies to reflect on community’s perception of WA and its
efficiency.
5-Collecting & disseminating success stories, documenting lessons learned and advising on needed development.
6-Conducting program evaluations and impact studies
7-Coordinating WA annual Awards of Excellence
8. Fulfill other Department development responsibilities as agreed with the Director General

Experience and Academic Qualifications :

1-PhD in relevant field, or an equivalent combination of education and experience in the sectors of
WA interest including: Education, Economic and Community Development, Health, Policy and
Advocacy, Agriculture and Environment, and Emergency and Humanitarian Assistance.
2-A minimum of 10 years experience in Development, Research, Planning, Monitoring and Evaluation with at least 5 years of supervisory management experience.
3-Excellent computer skills.
4-Excellent communication skills (written and spoken) in English and Arabic.
5-Ability and willingness to travel within WA’s scope of operations and abroad.
