Distribution Officer
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include Emergency Food Security, Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.
Start Date: Immediate
Position Location: This position will be based in CARE’s office in Gaza (Der Al-Balah) with 50% travel.
Length of Contract: 9 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.
The Distribution Officer is responsible for the planning and execution of the in-kind distributions. The role includes coordination between the field team and CARE’s logistics/warehousing units, ensuring efficient and effective distribution of assistance to beneficiaries. The Distribution Officer will liaise with local stakeholders within the designated areas of intervention and ensure smooth field operations. The position reports to the FSL Project Manager and receives technical support from the FSL Officer.
Responsibilities:
Job Responsibility 1: Distribution Planning and Coordination. (40%)
- Develop and implement distribution plans in coordination with CARE logistics and warehousing teams.
- Ensure timely and effective delivery of assistance to targeted beneficiaries.
- Conduct pre-distribution site assessments and prepare necessary arrangements.
- Maintain detailed records of distribution activities, ensuring compliance with project requirements.
Job Responsibility 2: Stakeholder Engagement and Field Coordination. (25%)
- Coordinate with community representatives, and other stakeholders to ensure smooth distribution operations.
- Serve as the primary focal point for distribution activities within the assigned area.
- Communicate with beneficiaries regarding distribution schedules and eligibility criteria.
Job Responsibility 3: Monitoring and Reporting. (20%)
- Ensure proper documentation and verification of distributions, including beneficiary lists and receipts.
- Prepare regular reports on distribution activities, highlighting achievements, challenges, and lessons learned.
- Support post-distribution monitoring activities in coordination with the MEAL team.
Job Responsibility 4: Compliance and Security. (10%)
- Ensure adherence to WFP and CARE distribution guidelines and procedures.
- Monitor security conditions in distribution sites and report any risks or incidents to CARE Safety and Security team.
- Implement measures to prevent fraud and ensure accountability in aid distribution.
OTHER RESPONSIBILITIES AS ASSIGNED. (5%)

Qualifications:
Required: Bachelor’s degree in Business admisitration, Supply Chain Management, Humanitarian Assistance, or a related field, or equivalent combination of education and work experience.
Desired: Additional certifications in humanitarian logistics or emergency response.
Experience/Technical Skills:
Required:
- Minimum of 3 years of experience in distribution, logistics, or humanitarian assistance.
- Experience working with humanitarian organizations or NGOs.
- Strong planning and coordination skills.
- Ability to work effectively in challenging environments.
- Strong computer skills including Microsoft Office and Excel is a must.
- Local knowledge of context is a must.
Desired:
- Previous experience working with WFP-funded projects.
- Familiarity with the operational context of Gaza.
