Distribution Officer-Gaza
The Opportunity – Distribution Officer.
Post location: Gaza Field Office - Rafah and subject to change based on SC priorities and response in Gaza.
Contract Duration and Level of Effort: 6 months with possibility of extension.

ROLE PURPOSE:
The Distribution Officer will be responsible for ensuring the proper planning and implementation of NFI projects in SCI field locations in Rafah. They will be expected to play a critical role in the sectoral assessments, project planning, procurement, logistic arrangements, monitoring and reporting for the various multi-site distribution in collaboration with the various partners the organization works with.
The Distribution Officer will be responsible for ensuring that all distribution processes are in accordance with Save the Children Global and National standards, as well as donor guidelines and procedures. Prepare and manage activities involving Shelter/NFI distributions including coordinating all necessary arrangements with SC staff and partner staff and distribution sites.
SCOPE OF ROLE:
Reports to: Shelter Coordinator.
Staff reporting to this post: None.
Budget Responsibilities: To be determined as per Country Scheme of Delegation.
KEY AREAS OF ACCOUNTABILITY:
Project Management
- Assist the Shelter Coordinator in planning and implementing shelter and NFI activities.
- Organize distributions of the NFIs and shelter activities, monitor and supervise enumerators and field contractors - ensuring attendance is tracked and staff are remunerated as required, coordinating closely with HR and finance teams.
- Facilitate and coordinate the verification process both on the ground (door to door) or through telephone -ensure verification forms are completed fully and correctly, supporting the field team to correct errors.
- Liaise with the Procurement and Logistics team throughout the procurement process and ensure that all items are in line wiencouraged. *technical standards.
- Preparing and supervising the registration and validation process along with CCM teams, organizing and monitoring site assessments at IDP sites, collecting information on overall services available, including SNFI, WASH and other basic needs of the population
- Produce daily, weekly and quarterly progress reports, provide accurate data analysis and related updates.
- Maintain positive relationships with beneficiaries, Community representatives, community leaders and local authorities to facilitate SCIs work in target areas.
- Assist in any additional administrative duties as required for the project including preparation of PRs, PRFs and other tasks as required.
- Any other duties as required.

QUALIFICATIONS
- Bachelor’s degree in a relevant field or relevant experience.
EXPERIENCE AND SKILLS
Essential
- 4+ years of Experience in construction, Shelter, and NFIs distribution activities
- Familiar with Humanitarian sector, donors, technical aspects of humanitarian shielding, sphere standards, distribution and humanitarian principles.
- Familiar with liaising with NGO’s and UN bodies.
- Familiarity with International humanitarian operations, coordination structures, and the mandates of donors and other NGOs.
- Cross-cultural awareness and insight into multi programming issues.
- Ability to exercise sound judgment and make decisions with limited supervision.
- Flexibility and ability to cope with stressful situations and frustrations.
- Ability to relate to and motivate local staff effectively.
- Creative and able to work with limited resources.
- Team player and strong communication skills, both oral and written.
- Honest, hardworking and committed to community development.
- Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus.
- Oral and written English and Arabic skills with ability to draft and edit program reports.
Desirable
• Flexibility and willingness to change work practices and hours, and capability to work in insecure and challenging environment.
