PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for over a decade. Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem, Ramallah and Gaza City offices that implement programs throughout the Palestinian territories.
GENERAL POSITION SUMMARY:
DME Coordinator is responsible to assist the DME Officer in ensuring that the MC programs and the sub-grantee organizations, as assigned by DME Director, adopt an effective mechanism for monitoring activities under PCAP based on PCAP Data Quality Assurance Protocol and other USAID M&E Guidelines.
ESSENTIAL JOB FUNCTIONS:
Monitoring Activities
1-Regularly verify the figures reported by programs on beneficiaries and progresses in indicators are accurate as per guidelines in DQA Protocol.
2-As per request by DME Officer, conduct field visits, spot visits (in relation to DQA reviews) and random checks for the implemented activities/programs.
3-Assist DME Officer that all follow up actions resulted from the monitoring activities are completed timely.
4-Assist the DME Officer in Quarterly DQA review for programs to ensure that stated best practices are in place.
5-Assist DME Officer to ensure that programs baseline and end line surveys, pre & post tests as planned in the PMP are implemented timely and according to the DME protocol.
6-Assist DME Officer in ensuring that data collection, entry and analysis is as per the DQA protocol.
7-As per request by DME Officer, liaise with programs concerned staff to ensure understanding of M&E requirements and best practices.
8-Orient concerned programs staff on the forms in use to collect data and follow up with these staff for timely submission of data for updating Geo-Mis.
9-Ensure that concerned programs staff calculates number of beneficiaries and progress on indicators accurately as per the PMP and DME protocol.
10-Ensure that concerned program staff provide sufficient and accurate supporting document for the reported beneficiaries figures and progress on indicators.
11-Maintain the custody of comprehensive and accurate supporting documents for the figures reported on beneficiaries and indicators and make them available for auditor/evaluator/MC managers/DME Staff as per request.
12-Ensure that at the end of each month data are fully entered and compiled into the computerized system in use by DME and ready to update the Geo-Mis (Dates will be agreed on with Dbase Officer).
13-Take responsibilities for accuracy of the figures reported in Geo-Mis about beneficiaries’ numbers and indicators progress for MC Programs.
14-Participate in the monitoring workshops, on-line orientation or capacity building events in M&E
15-Closely work with the program staff and guide and support in the design, development and implementation of data collection forms and formats.
16-Closely work with DME Officer, and Database Officer taking guidance and suggestions on technical or other matters as needed.
17-Develop electronic and hard copy filing system of all of the raw data sources e.g. training attendance and participants, workshop participants, copy of field registers etc. Ensure proper documentation of these sources as an evidence of the data entered into databases.
18-Ensure that all progress or “activity completed” data are entered into database by the end of each month and verified data (with program team) are submitted to the DME Unit.
19-Collect success stories from the field , conduct focus group /Key informant interviews of the program beneficiaries and provide insight of program implementation through field monitoring reports
20-Regularly report any key issues of monitoring and evaluation to the DME Officer
Other duties
1-Commit to and support all efforts towards accountability, specifically to beneficiaries and adhering to the code of ethics and policies of Mercy Corps and the norms in the local society.
2-Perform work beyond normal office hours when necessary. Compensatory time-off is to be agreed in advance with the DME Officer/HR.
3-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission.
4-Any other duties as required by DME Officer or Director.
SUPERVISORY RESPONSIBILITY: None
ACCOUNTABILITY
REPORTS DIRECTLY To: DME Officer
WORKS DIRECTLY WITH: DME and MC/partners staff in concern.
KNOWLEDGE AND EXPERIENCE:
1-University degree in Statistics, Project Management, Related fields of Business Administration, Accounting, Economic Development, Business Development, or a combination of experience and education in relation to project management with statistic background.
2-Relevant experience in conducting and analyzing surveys.
3-Previous work in managing data, compiling date, reporting quantitative indicators, data entry etc.
4-Excellent communication, organizational, and prioritization skills and the ability to multi-task.
5-Experience in using MS Office, statistics packages: SPSS or others.
6-Experience in analyzing data and use of statistics packages.
7-Good English Writing Skills and fluent in Arabic.
