Terms of Reference
Background:
Medical Aid for Palestinians (MAP) is a UK-based charity dedicated to pursuing a future where all Palestinians can access an effective, sustainable, and locally led system of healthcare and the full realisation of their rights to health and dignity. Through our programmes across the occupied Palestinian territory (oPt) and refugee camps in Lebanon, MAP works with trusted and experienced partners to provide immediate medical aid to those in great need, while also developing local capacity and skills to ensure the long-term development of the Palestinian healthcare system.
The Trauma Care Pathway Scoping Assessment aims to evaluate the existing trauma care system and identify opportunities for improvement. The Assessment Report Writer will play a pivotal role in conducting a comprehensive analysis, documenting findings, and proposing recommendations to enhance trauma care services.
Objectives
The primary objective of the Trauma Care Pathway Scoping Assessment Report Writer is to compile a detailed report that outlines the current state of trauma care services, identifies gaps, and challenges, and proposes actionable strategies to optimize the trauma care pathway.
The scoping assessment will be conducted by a multiplanar team of experts comprising an emergency health system expert consultant volunteering with MAP (Medical Aid for Palestinians) specialized in trauma care and MAP community specialists including a clinical psychologist, joined by colleagues from the Ministry of Health and Palestinian Red Crescent Society (PRCS). The mission will take place June 1st -7th 2024.
Scope of Work:
The scope of work for the Trauma Care Pathway Scoping Assessment Report Writer includes, but is not limited to:
- Attending all field mission visits, discussions, and debriefing sessions and document reflections and analysis.
- Be available for debrief sessions during the week of the scoping mission, which may take place late afternoon/early evening
- Participating in meetings, presentations, and discussions to present assessment findings and solicit feedback.
- Adhering to project timelines and delivering high-quality work within specified deadlines.
- Reviewing existing literature, guidelines, and data related to trauma care services.
- Conducting interviews and consultations with key stakeholders, including healthcare providers, emergency responders, policymakers, and community representatives.
- Analyzing data to assess the effectiveness and efficiency of the trauma care pathway, including pre-hospital care, emergency department protocols, surgical interventions, rehabilitation services, and follow-up care.
- Writing up recommendations and strategies to enhance the delivery of trauma care services, improve patient outcomes, and streamline the trauma care pathway.
- Collaborating with subject matter experts, researchers, and stakeholders to validate findings and recommendations.
- Drafting a comprehensive assessment report that synthesizes findings, analysis, and recommendations in a clear and concise manner.
- Incorporating feedback and revisions to produce a final version of the report.

Qualifications: The candidate for the Trauma Care Pathway Scoping Assessment Report Writer position should possess the following qualifications:
- Bachelor's degree in a relevant field such as public health, healthcare administration, emergency medicine, or a related discipline. Master's degree preferred.
- Experience in conducting assessments, evaluations, or research studies related to healthcare systems, trauma care, or emergency medical services.
- Strong analytical skills and ability to interpret complex data sets.
- Excellent writing skills with the ability to communicate technical information clearly and effectively.
- Ability to work independently and collaboratively in a multidisciplinary team environment.
- Familiarity with relevant software tools for data analysis, data presentation and report writing.
- Proficiency in both Arabic and English languages, with excellent speaking and writing skills.

Deliverables: The Trauma Care Pathway Scoping Assessment Report Writer will be responsible for delivering the following:
Deliverables Due date
Draft assessment report outlining key findings,analysis, and preliminary recommendations. June 14, 2024
Revised version of the report incorporating feedback and revisions. June 25, 2024
Final version of the report ready for dissemination and presentation. June 30, 2024
ETHICAL CONSIDERATION:
As the service provider will be working on behalf of MAP, they will be required to adhere to MAP policies and ethical guidelines.
Timeframe
The duration will take place June 1st –30th 2024 and final report submission
