PRIMARY FUNCTION/PURPOSE: 

The vendor will provide transportation services for IFES staff travel between Israel and the West Bank. This service includes the provision of one (1) to two (2) vehicles with drivers. The vehicles and accompanying drivers will primarily provide transportation between Jerusalem and Ramallah, but IFES may also request transport services for additional routes within and between Israel and the West Bank.

MAJOR DUTIES AND RESPONSIBILITIES:

The vendor will provide services that comply with the following provisions: 

Drivers: 

• Must have valid Israeli driver's licenses and be permitted to drive in the West Bank and Israel.
• Work Experience: A Minimum of three years of progressively responsible experience as a driver is required;
• A good driving record and an understanding of auto mechanics are required.
• Knowledge of traffic laws and regulations in both WB and Jerusalem is required.
• Excellent communication and interpersonal skills
• Unrestricted authorization to work in the West Bank and Jerusalem (holder of Jerusalem ID)
• Language Proficiency: Good working knowledge in written and spoken English, Arabic and Hebrew is required. The driver should be able to communicate effectively with staff, public and security officials in the required language.

It is the responsibility of the vendor to provide qualified drivers for the vehicles and must submit documentation supporting that drivers have valid driving licenses, clean driving records and IDs, and up-to-date insurance.  All information including security clearance and vetting will need to be provided to IFES for any substitute drivers. The driver must be knowledgeable of routes between Israel and the West Bank and must provide documentation that permits travel through checkpoints.  The driver must remain in cellphone communication at all times. 

IFES reserves the right to reject any driver(s)/operator(s) that it has any concern about with respect to the driver’s(s) / operator’s(s): driving capabilities, security clearance and/or safety. In cases where IFES rejects the proposed driver(s)/operator(s), the vendor must replace the said driver(s)/operator(s) immediately.  

Specifications of the Vehicles 

• Up-to-date registration and insurance, which also covers the vehicles’ passengers
• Up-to-date maintenance record
• Seats four passengers comfortably, with options for larger second vehicle option
• 4 or 6 cylinder engine
• Manual or automatic transmission
• Four doors
• Power steering
• ABS
• Traction control
• Central locking
• Air conditioning
• Power windows
• Power locks
• Seatbelts for all passengers 
• Airbags, including passengers
• Furnished with new tires  
• Furnished with clean and transparent windshield and glasses 
• Working windshield wipers, both front and rear
• Furnished with spare wheel, jack, and basic tool kit  
• Working odometer  
• AM/FM radio
• Small fire extinguisher  
• First Aid kit  
• Not older than three years

Vehicle Conditions: 

• Tires must be in good condition: tire tread depth above 4/32 inch, tires must have no cracks, bulges or sidewall abrasion and have not been plugged in the past.   
• Clean inside and outside. 
• Clean windows with no cracks. 
• All system monitors and dials to include mileage/odometer must be in good working order.

Working Hours:   

• IFES will provide 24-46 hours advanced notice for transport requests between Jerusalem and Ramallah.
• IFES’ standard working hours are 08:00 hrs – 18:30 hrs; Sunday – Thursday
• Overtime, holiday, and weekend: as required      
• On‐Call: as required 

Maintenance:  IFES has the right to nominate a mechanic to inspect the vehicle. IFES reserves the right to reject any vehicle, and if a vehicle is rejected, the vendor must replace the said vehicle immediately. Vendor will be responsible for the maintenance and repair of the vehicles during the time of service period. Vendor will be responsible of all major/minor repairs/replacements needed to keep the vehicles in proper working condition at all times.   

Fuel: Vendor will be responsible for keeping the vehicles fueled; IFES will reimburse fuel costs.  

Insurance: The driver and vehicles should be covered by valid insurance as mentioned above, which extends to the occupants. There is NO insurance provided by IFES for the vehicles, its contents or for the drivers under any circumstances.  

Disruption of Transportation Service:  The vendor shall provide continuous transportation services. If for any reason the services are disrupted, e.g. by car break down or driver’s illness, the vendor has the responsibility to provide immediate substitution. If transportation service has been cut off and substitution measures are not in place IFES retains the right to:   

• Deduct the rent costs incurred by IFES as per the contract agreement; or
• Rent a replacement and deduct the costs incurred from the original contractor’s invoice for remaining services.  

Other Conditions: In addition to the requirements above, the vendor must comply with the following general conditions:   

• The vendor shall always keep the vehicle clean inside and outside.  
• The vendor shall provide transportation on official holidays if there is requirement for staff members to travel to their offices. IFES will provide at least 48 hours notice for transport requests on holidays. 
• All drivers shall have a cell phone for communication purposes and phone numbers shall be provided to IFES dispatcher.
• The vendor will provide additional vehicles and drivers as requested.

Level of Effort:  The initial period of performance will be between April 1 – September 30th, 2024 with possibility for extension depending on quality of service delivery.
