CONTEXT AND BACKGROUND
Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.
Position: Driver and Logistics Assistant
Reporting to: Logistics Manager
Location: Ramallah
Duration: One year renewable

ROLE IN THE ORGANIZATION
The driver/logistics assistant is responsible to coordinate with other drivers the movement of personnel and maintain the use and maintenance of SIF vehicles, also he will also provide logistics assistance on the procurement management, assets management and reporting.
Objective 1: Transport people and equipment under good security conditions:
- Drive the official vehicle in a safe manner;
- When transporting SIF employees, respect the country’s circulation rules and follow the logistician’s planning and instructions;
- In case of an accident, immediately get in touch with the closest police station and duly inform the logistics department;
- Follow the instructions of the manufacturer and the SIF rules when using the vehicle;
- Keep all personal documents as well as those of the vehicle with you and check that they are valid
- Ensure vehicle log book is updated at every trip and signed by passenger appropriately
- Maintains an accurate track record of all vehicle movements, maintenance and repairs in accordance with SIF policies and procedures;
- Following procedures at checkpoints and when travelling in convoy.
- Picks up supplies for the office;
- To collect items related to programprocurement and delivery ;
- Delivers mail as needed to beneficiaries, ministries, partners, insurance, and other institutions as instructed;
Objective 2: Ensure maintenance of the vehicle:
- Solve minor technical problems;
- Inform the logistics department of any major repairs to be carried out;
- Carry out daily checks before starting up the motor;
- Keep the vehicle clean;
- Ensure Phone communications;
- Note down fuel consumption in the record book in the morning and at the end of the day as well as any information concerning the maintenance of the vehicle;
- Check the security and safety equipment are in place and ready to use boots.
- Ensure that the Logistics Manager or his/her designate is kept up to date of all routine maintenance and repair needs for the vehicle;
- Regular cleaning of the vehicle to ensure vehicles are kept neat at all times
Objective 3: Prepare departures to the field:
- Inspect and prepare the vehicle the day before departure so as to be on time;
- Prepare additional equipment to be brought along according to needs (fuel, stickers, flags, tools, medical kit).
Objective 4: Coordinate and follow up with other drivers on the mission’s transportation, fleet management, and vehicles
- Daily follow up for planned travel schedule.
- Follow up with drivers on planning and instructions regarding the movements of SIF vehicles;
- Implement the Security Protocol of the mission in case of car or security incident while performinghis/her tasks;
- Follow up security procedures at checkpoints and when travelling in convoy;
- Ensure the transportation mission’ s supplies;
- Ensure that the car has the appropriate documentation to travel.
- Follow up and report to the Logistics Manager on all vehicles status (insurance, registration, license …)
- Ordinary and extraordinary technical maintenance of the vehicles
- Ensure radio/phone communications
- Follow up of the fuel consumption, keeping written records system during and outside his/her shift;
- Keep written records and documentation regarding the maintenance of the vehicle check the security books. Reporting on the maintenance’s costs and the needs for extraordinary repairs;
- Prepare additional equipment to be brought along according to needs (fuel, stickers, flags, tools, medical kit).
Objective 4: Support the Logistics Department
- Assist in prepare of the purchases (IOF & IRV) within the entire mission.
- Assist in the monthly field inventory for assets with staff.
- Assist in ensuring that SIF purchase procedures (Purchase Order form, Quotation) are respected.
- Assist in updating the list of suppliers.
- Assist in ensuring that purchases are done.
- Assist in Organize the transports of staff and goods to other sites in collaboration with Logistics Manager.
- Checking coherence of inventories
- Assist in reception of all materials and check and validate properly the waybills in collaboration with the logistics manager.
- Assist in Following up water/electricity/fuel /gas supply of the base (Monthly payments).
- Assist in the Follow-up of cars’ movements for staff and drivers.
- Follow-up the good use of the equipment (cars, computers…).
- Calculate and follow-up the monthly consumption of each vehicle (fuel follow up and Mileage),
- Document all documents related to Logistics (IOF, IRV, Supplier Purchase order, Reception Note, Contracts).
- Attend and prepare for the weekly meetings with driver
- Assist the Logistics Manager in preparing the Monthly Report.
- Assist in collecting quotations.

JOB REQUIREMENTS
- University degree form an accredited university in Administration, Business, Supply-Chain or related relevant field;
- At least 3 years of relevant professional experience in NGOs or institutions conducting humanitarian work;
- Strong experiences in caring for vehicles;
- Ability to undertake regular travel to program sites in West Bank;
- Demonstrated commitment to working as part of a team, in a support role;
- Valid drivers’ license with good driving skills and clean record;
- Demonstrated ability to meet deadlines under pressure, and to complete work with high quality and attention to detail;
- Good knowledge of scheduling systems and procedures and strong problem-solving skills;
- Good English language- speaking and reading;
- Willing to work overtime;
- Good use of MS Office, especially Excel and Word;
- Experience in proactively identifying issues and proven problem-solving skills;
- Strong personal ethics (confidentiality, impartiality, non-discrimination, integrity);
- Interpersonal communication skills.
WORKING CONDITIONS
Position based in Ramallah with regular travels to the field in all West Bank governorates.
