Driver & Operations Officer

Overview:
National Democratic Institute - NDI is a non-profit, non-partisan, non-governmental organization that works in partnership around the world to strengthen and safeguard democratic institutions, processes, norms and values to secure a better quality of life for all. NDI envisions a world where democracy and freedom prevail, with dignity for all.
NDI has been present in the Palestinian Territories since 1994, working with Palestinian political parties, civil society organizations, activists, universities, and youth on a variety of issues including advocacy campaigns, message development, political outreach, and the inclusion of women and youth in the political process and decision-making.
The National Democratic Institute seeks to hire a Driver/Operations Officer to support the Institute's programs in the West Bank and East Jerusalem. Under the supervision of the Country Director and his/her designates – including the Senior Finance & Administration Manager, Senior Program Manager, or Resident Director – the Driver/Operations Officer provides support to the program teams, to include reliable and safe driving services, security coordination, and operations support. The candidate shall demonstrate a strong work ethic and a positive, flexible approach, with a high sense of responsibility, courtesy, integrity, discretion and ability to work with people of different nationalities and cultural backgrounds.
Duties & Responsibilities
Vehicle Management & Driving
- Provide reliable and safe driving services for staff and international visitors
- Ensure punctuality and safe driving practices are adhered to, including local driving laws and NDI standards
- Driving of vehicle(s) for transportation of authorized personnel, delivery & collection of items and documents, and transporting personnel/visitors to and from the West Bank, Israel and other relevant locations
- Maintenance of assigned vehicle, addressing minor day to day service concerns like oil checks, water levels, car washing, etc.
- Ensure vehicles are kept clean at all times
- Ensure vehicles are kept secure at all times
- Maintaining service records and engaging with the car rental agency for service
- Maintenance of vehicle logs and fuel logs
- Documentation of all vehicle related information
- Maintenance of necessary licenses/permits
- Ensuring availability of first aid kit and vehicle emergency supplies in vehicle
- Assist in coordinating part-time drivers hired by NDI for occasional services
Operations Support
- Proactively address the needs of the office, staff, visitors and partners
- Carry out errands related to the purchase and maintenance of equipment and supplies necessary for the proper functioning of the office and program implementation
- Assist with logistics for the preparation, implementation, and follow-up of programmatic activities (in Ramallah and across the West Bank)
- Support other operations requirements such as greeting visitors and helping to keep the office organized, inventory management, procurement, office/residence identification and maintenance, tracking and paying bills, managing communication equipment/services, coordinating shipments, and other tasks as assigned by NDI leadership
Security
The Driver/Operations Officer plays a critical role in ensuring the safety and security of NDI staff and partners. The candidate is expected to have an acute sense of responsibility for the protection of staff and partners, both while driving and generally, including but not limited to the following:
- Maintain a heightened degree of awareness of the risk environment associated with the office and movements of NDI staff, including but not limited to avoiding road congestion, identifying proper routes to/from meetings, avoiding large crowds, being vigilant of surveillance, and identifying appropriate parking and security of the vehicle and its occupants
- Maintain a network of valuable contacts (for example at international NGOs, local CSOs, public institutions, etc.) and follow listserves, Whatsapp/email groups, and news reporting to remain informed of the risk environment that could impact NDI staff and programs throughout the West Bank and Jerusalem, including but not limited to the potential for and acts of violence, road conditions, problems at checkpoints, and poor weather
- Develop and implement safe and effective route planning for all movements, especially outside of Ramallah
- Maintain a high degree of discretion and confidentiality relating to NDI programs and movements of NDI staff

- Knowledge of security policy concepts and ability to apply them to strategic and practical situations
- Excellent communication skills, both written and verbal
- Defensive driving skills
- Ability to work under pressure and after business hours when necessary

Qualifications & Experience
- A valid driver’s license, and knowledge of roads, routes and driving regulations
- Defensive driving skills
- Previous experience working and driving with diplomatic or international organization an advantage
- Proficiency in English
- At least 5 years of driving experience
- The ability to travel to and from the West Bank to Israel, and other relevant locations
- A willingness to occasionally work extended hours, including early mornings, evenings, and weekends
