Vacancy Announcement for the second time
The Early Childhood Resource Center (ECRC) is seeking consultants’ team composed by two consultants to carry an external evaluation for ECRC. It is planned that a team of two consultants will carry out the evaluation – an educationalist / ECCD specialist and an organization development consultant. The team will be led by an organizational development consultant and the findings of the educationalist will be incorporated into the main report. The production of the draft and final evaluation reports will be the responsibility of the team leader.Ultimately, the division of tasks and the overall approach will be determined by both consultants in consultation with ECRC).
Background
In 2006, the foundation Oxfam Novib secured a three- year grant of EUR 300,000 for the Palestinian NGO, Early Childhood Resource Centre (hereinafter to be referred to as ECRC); Oxfam Novib Counterpart number/ project number: PAL 501832- 0004093.
The grant was secured to enable ECRC to run a series of Early Childhood Care, Education and Development ( ECCED) outreach capacity building activities; inform and influence Early Childhood Development (ECD) policy in Palestine and develop appropriate(ECCED) materials and resources and other related activities.
Goal and objectives
The overall goal of the evaluation is to assess the effectiveness and efficiency of the above mentioned project over the period (2006- 2008), and to provide lessons learnt and recommendations that will contribute to improving the ECRC scope of work and its programmes particularly with regard to their relevance, purpose, processes and monitoring systems put in place to measure the results (including outputs, outcomes and impact). Moreover the evaluators required to conduct an organizational review for ECRC and its related operations.
Methodology
To the extent possible, this evaluation follows the ‘utilization- focused evaluation process”, ensuring that the stakeholders will be involved in all aspects of the evaluation, including the planning; discussion of the findings and results, and drafting of recommendations.
Mix of Methodology will include:
1- A desk review of the available documentation, including annual reports, program plans of actions, related studies, surveys and evaluations etc.
2- Focus group discussion with the stakeholders on the process and results of the training activities.
3-Key informant interviews including ECRC staff, Government officials, partners’ donors and interviews with trainers, trainees and
the parents of KG children.
4- Observing and comparing between a sample of developed and undeveloped kindergarten sites (the developed Kg’s are those who intervened by ECRC in terms of implementing training for its staff or/and improving their physical and learning environment or/and
other kind of intervention, while the undeveloped KG’s have not intervened by ECRC).
Expertise Required
* Relevant doctoral / master degree for both consultants. The educational consultant degree should be in social sciences, preferably
with a major or minor in education.
* Background in children living in crisis situations is additional asset.
* Extensive field research experience in this or related fields.
* Proven track record of publication in international journals.
* Fluency in Arabic and English, both spoken and written.
* Ability and willingness to conduct this work at locations throughout the West Bank.
Conditions:
The applicant team should submit:
* A breakdown of detailed costs associated to this consultancy, taking into account that all associated costs are inclusive to all kinds
of taxes, insurance or any other type of costs and proposed payment schedule and in separate and sealed envelope.
However The schedule of payment will be linked directly to the production of the deliverables, on a time frame to be agreed between
ECRC and the appointed consultant/consultancy
* The contracting Authority (ECRC) is expecting to receive one offer from each consultancy team (Management & educational consultants).
* Two copies of technical proposal.
* The deadline of proposal submission is in February 19, 2009.
The duration and the breakdown of the evaluation are as follows:
• 4 days for reading up and preparation.
• 8-10 days for carrying out fieldwork.
• 5 days for writing up.
All the above tasks should be done over a period beginning in March 2009 and ending in April 30/ 2009.
