Project Overview

Creative Associates seeks an Early Childhood Education (ECE) Officer for the USAID-funded West Bank and Gaza (WBG) Basic Education Activity, which will strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Under the Basic Education Activity, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, and civil society partners to strengthen early childhood and primary educational opportunities through high-quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus include strengthening foundational skills in literacy, numeracy, social-emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education.

Position Summary

The Gaza ECE Officer, under the leadership of Gaza Lead and in close cooperation with partners and stakeholders, will ensure that BEA’s ECE activities in Gaza are focused, responsive, in-scope results, and adjusted to meet needs and meaningfully support the Early Childhood Education to transition from emergency to recovery.  The Officer will ensure that physical, mental, and emotional needs are met for preschool children, families, and educators in Gaza to learn and/or support learning effectively.

Reporting & Supervision: The Early Childhood Education (ECE) officer will report to the Gaza Lead.

Responsibilities  

The Early Childhood Education (ECE) officer will work closely with and report to the Gaza Lead and will be responsible for carrying out the following responsibilities and duties:

  • Support the effective implementation of all the activities under IR1, which aims to improve preschoolers' cognitive, social, and emotional competencies.
  • Ensure The Effective implementation of activities under IR 1, which include Improving the physical environments of non-governmental Kindergartens; assessing curricula, teaching, and learning materials (TLMs), and training needs; developing an ECE TLM toolkit and well-being toolkit for facilitators/teachers and students; rolling out multi-modal foundational learning resources.
  • Provide support and direction to facilitators and partners, ensuring progress, quality, and synergy in the overall program operations and team.
  • Improving accessibility and inclusion of children with disabilities in nongovernmental Kindergartens.
  • Implementing projects and creating action plans for enhancing educational facilities.
  • Community and Family Engagement and Awareness, including:
    • Organize awareness campaigns and events to promote the importance of early childhood education and encourage family and community participation.
    • Monitor the project's temporary learning Spaces TLS sites, assess satisfaction, and coordinate efforts. View reports to ensure alignment with plans.
    • Conduct awareness activities on early childhood education and trauma recovery. Collaborate with organizations for psychosocial support.
    • Engage communities in reconstruction and children's needs.
    • Work with the Monitoring & Evaluation unit on the development of the monitoring tools, the baseline survey, and the evaluation tools to measure the project's progress and impact.

Qualifications:

  • A BA/BS Degree is Required and a master’s degree or Advanced Diploma from an accredited university in early childhood education, education, child psychology, or a related field is desired.
  • Minimum 5 years working experience in the field of education, preferably early childhood education.
  • Minimum 4 years of direct supervisory experience.
  • Experience working in developing and/or humanitarian contexts within the education sector and an understanding of the local context in Gaza.
  • Strong leadership skills and the ability to develop relations with direct reports, technical staff, local counterparts, donors, and other stakeholders.
  • The ability to work with a team of experts and professionals and negotiate best practices within the Gaza context.
  • Minimum five (5) years of work experience implementing ECE projects in Gaza.
  • Strong communication skills, both verbal and written.
  • Fluency in Arabic and working proficiency in English.
