Throughout 2011, CARE in the occupied Palestinian territory (oPt) conducted a situational analysis in order to inform our process of long-term strategic thinking. The analysis investigated the legitimacy of our presence as an international organization and ways to ensure greater relevance for future CAREs future program in the oPt. The outcome of this process has thoroughly affirmed the need to redesign our role, and the legitimacy of our presence as an international organization.
These changes will see CARE shift from a service delivery approach to a rights based approach with advocacy focusing on the Rights of Palestinians positioned at the very core of all our program work. CAREs work in Palestine will focus on two core themes of Gender Equity and Economic Empowerment working with civil society, the Palestinian Authority, academic institutes, the private sector and international organizations.
Truly embodying this strategy and new identity will mean changing our overall operating model, including our structure, systems and processes; our core organizational competencies; our regional and global connections
and our understanding and approach to working with others. Over the coming months, this will mean bringing in new and additional skills and competencies to the CARE team in oPt, this is a very exciting time and CARE is therefore pleased to announce the following vacancies:
Economic Empowerment Program Coordinator(s) Gaza Job #: 6/2012
CARE is seeking to recruit Economic Empowerment Program Coordinators, in Gaza
Location: West Bank
Reports to: Area Manager
Position type and duration: Full time- Open ended contract
Summary:
The Economic Empowerment Program Coordinator (EEPC) supports partners and the CARE team with the conceptualization, design and implementation of CARE WBG’s Economic Empowerment program strategies and plans, and ensuring alignment with our program and advocacy strategy.
The EEPC will work closely with implementing partners to initiate new project ideas, provide oversight and technical support to partners and CARE’s program officers in the implementation of and reporting on Economic Empowerment projects and advises on economic empowerment components of all projects. The EEPC ensures the integration of CARE’s core program quality principles, surfaces and documents emerging learning and evidence for the purposes of advocacy and strategic planning. The EEPC works to expand the network of CARE WB&G’s collaborators by forming strong professional relationships with other organizations, institutions and potential local donors. As a key member of the Country Office’s Partnerships and Implementation team, the EEPC actively supports the overall implementation of program strategies, monitoring risk, and managing CARE’s brand.
Required education & training
-Bachelor’s degree (or equivalent combination of formal training and experience) in economics, social science, business administration, or public administration with an emphasis on economic development.
-In depth knowledge of economic empowerment programs and approaches.
-Proven success and a track record integrating and harmonizing ideas within a team and with external stakeholders.
Required experience:
-Minimum of 5 years of experience working in development programming, with special emphasis on economic empowerment issues with evidence.
-Proven track record working collaboratively with civil society, communities, local NGO partners and government officials.
-Experience in liaising, networking and advocacy techniques.
-An informed resource and experienced advisor of participatory methods and rights based approaches
-Experience in donor grants management and monitoring of large programs and/or multiple projects/ initiatives.
-A working knowledge of project planning, monitoring and reviews, budget planning and management.
-Desired: Experience working within the complex political situation in Palestine
