Enabel is the Belgian development agency working under the mission to implement and coordinate the Belgian international development policy. The Palestinian Territory is the fourth recipient of the Belgian Development Cooperation. The Palestinian Authority and Belgium work together to reduce poverty and to build a more sustainable and fair society. Since 1997, Belgium has been supporting the development activities and emergency interventions in the Palestinian Territory. Education, mental health, TVET and local governance are the main sectors. Furthermore, Enable also implements different projects for the European Union.
Enabel will start to implement a project funded by the European Union titled “Enhance resilience for micro businesses and create sustainable livelihood opportunities– SAWA”; which aims to contribute to economic resilience in the West Bank through enhancing the resilience and sustainability of micro businesses and initiating sustainable and innovative green/circular and digital economy initiatives.

Duties and Responsibilities:
The Economic Resilience Expert position will be leading the economic resilience thematic interventions under SAWA intervention. She/he will ensure the effectiveness, efficiency, and potential sustainability of SAWA interventions from a technical perspective: More specifically, she/he will be responsible for the following tasks and responsibilities:
- Prepare the work plan for the economic resilience component based on the project document and the available resources.
- Facilitate mobilizing goods and services to support project activities, including Call for Proposals, drafting TORs and works/product requirements and specifications.
- Assist in setting up internal systems and processes to efficiently manage selection process and implementation of economic resilience interventions.
- Coordinate and follow-up on the implementation of respective activities on a day-to day basis with the programme team and partners, including, overseeing consultants, and implementing partners.
- Support the team in preparing agreements and respective workplans with the implementing partners, in-line with the overall project document and expected results.
- Strive to enhance the outreach to vulnerable groups and communities by working closely with the partners on developing and implementing an outreach strategy on economic resilience interventions.
- Identify capacity building needs and support partners through technical assistance, mentoring, training, and capacity development initiatives, as needed.
- Attend relevant project meetings and reflect on implementation progress and any changes needed to improve the quality of implementation and results.
- Monitor the implementation of activities and the expenditure of funds against the project and partners’ workplans.
- Conduct regular monitoring visits and quality assurance visits, prepare relevant field visit reports/ notes, and communicate any challenges and potential solutions to programme management team for action.
- Coordinate the submission of implementing partner’s financial and narrative reports.
- Support the team in preparing quarterly and annual programme reports by drafting and/or providing inputs on the economic resilience component, in addition to any other internal and external briefing documents.
Professional Qualifications and Experience:
To be appointed for the above-mentioned opportunity, the candidate shall meet the following knowledge, skills, and abilities:
- Master’s degree in business administration, economics, or equivalent.
- Proven experience working in marginalized communities on economic resilience, technical support to MSMEs projects is required.
- Minimum of 5 years of experience working in project/programme coordination or management positions in the field of local economic development is required.
- Experience in managing or coordinating projects co-implemented by government and non-government partners is an asset.
- Proven experience in monitoring and evaluation.
- Proven experience working with local governments, NGOs, bilateral and multilateral donors.
- Proficiency in Arabic and English is required.

- A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and benefits. The exact salary will be defined according to the relevant recognised experience for the function.
