Under the supervision of the Head of Planning team the Economist will make ensure that the economic sector polices and priorities are well articulated in the NDP 11- 2013, support economic sector ministries in articulating economic policies, objectives and programs and provide wide ranging institutional support to the economy sector ministries in implanting the sector strategies according to the NDP priorities and allocated resources.

SPECIFIC TASKS TO BE PERFORMED:
1-Assist MoPAD to draft a consolidated economic policy agenda building upon the NDP 11 - 2013 and any available sector strategic plans.
2-Assist in the organization for the annual consultations with the donors.
3-Revise interventions and programs to make sure that it matches with the national priorities.
4-Review and consult on budget submissions of the economic sector ministries and agencies and provide critical feedback.
5-Prepare / supervise the economic related chapters, papers, assessments and sector reviews.
6-Work closely with other Planning Team Members on coordinating inputs across all sectors.
7-Participate as required in consultation exercises within and outside the PNA.
8-Identify the capacity building needs in the General Directorate – Planning for the Economic Sector.
9-Inputs to other work streams as required.

KEY COMPETENCIES
1-At least Masters Degree in the field of Economy.
2-At least seven years of experience in the field of economic development.
3-Personal qualities – a determined and confident individual capable of working in a fast moving team and able to overcome the frustrations of helping develop processes that are at an early stage of development. S/he also needs the subtlety to build the necessary relations and trust for the work to succeed.
4-The candidate must have sound experience of and enthusiasm for economic issues and sector reform and governance. Good understanding of other government policy areas preferred. The post requires the ability to work closely with colleagues in the Palestinian National Authority, Palestinian civil society, the private sector business community, international investors and with other international economic sector reform actors; and
5-Communication skills – confident oral communications are essential with an ability to speak and write very well in Arabic and English.

TIMEFRAME
The Economist will be for an initial period of 12 months. Start date as soon as possible.
