Project Context and Objectives
Since the start of the conflict on 7 October 2023, access to formal education has been disrupted for more than 625,000 students in Gaza. Schools have been closed, deemed unsafe, damaged, destroyed, or repurposed as shelters for internally displaced people (IDPs). Over the first year of the conflict, 39,000 students missed the Tawjihi (12th-grade official exams) for the first time in decades, leaving them unable to transition to higher education, with many unlikely to return to school.
Escalations during the conflict have caused severe physical and mental trauma for children and their families. Nearly 1.9 million people—90% of Gaza’s population, including 50% children—are internally displaced, many experiencing repeated displacements. Acute shortages of food, water, shelter, and medicine have worsened the situation. The Education Cluster estimates that 94.7% of schools have been damaged, with 67% directly hit and 87.4% so extensively damaged that rehabilitation is impossible. Tragically, more than 9,565 students and 402 educational staff have lost their lives.
The loss of education has severely impacted children’s mental health and well-being, adding to the trauma caused by death and violence. Education offers a sense of hope, stability, and social connection, yet its resumption faces numerous challenges, including damaged infrastructure, limited supplies, and the use of schools as IDP shelters. Despite these hurdles, local efforts have established 259 Temporary Learning Spaces (TLSs) in Gaza, providing recreational and learning opportunities to approximately 47,096 students with the support of 1,253 teachers.
Minimum Entitlements for Learning
As the conflict continues, establishing a minimum entitlement for educational organizations is critical. This entitlement prioritizes quality, inclusive, and accelerated learning experiences, with health and well-being at the core. It ensures access for all children, including vulnerable groups and those with disabilities.
Key elements include:
- Face-to-Face Learning: A minimum of three days per week for every child and adolescent.
- Local Learning Centres: Spaces that engage children in accelerated learning tailored to their levels, while also addressing emotional well-being and providing support through trained teachers and community social workers.
- Holistic Services: Gender-responsive learning environments offering nutrition, child protection, and water, sanitation, and hygiene (WASH) services.
Justification
Given restricted movement, regular monitoring visits to learning centres are challenging. Field officers can ensure better oversight and adaptive programming. Monitoring visits at least every two weeks are necessary for accountability to the community and donors.
Our team supports communities in upgrading their TLSs to meet minimum learning entitlements, selecting and managing staff incentives, and ensuring transparency in processes such as student attendance tracking and supply distribution. Regular monitoring will address various aspects, from incentive payments to WFP-supplied high-energy biscuits and construction safety.
Tasks and Deliverables
Implementation Tasks
- Train enumerators to conduct accurate child registration surveys and provide ongoing support.
- Build strong relationships with implementing communities and address concerns promptly.
- Use school tracking forms to document progress on training, supply delivery, and construction.
- Oversee accurate registration for staff incentives and provide helpline support for related issues.
- Conduct bi-weekly spot checks on staff attendance and ensure supplies are distributed effectively.
- Monitor the distribution and storage of high-energy biscuits at learning centres.
- Report any safety or security concerns and oversee construction progress.
- Collect and maintain data on child enrolment and attendance.
- Complete and submit reporting templates after each visit.
Reporting Deliverables
- Submit a monthly activity plan in English.
- Complete monitoring visit forms and reports for each visit.
- Update learning centre tracking forms.
- Train learning centre staff on child registration surveys and ensure data quality.
- Collaborate with WFP to ensure students receive high-energy biscuits.
- Manage staff registrations for incentive payments.
- Conduct regular spot checks on staff and student attendance.
- Provide helpline support for staff issues related to incentive payments.
- Draft a monthly report in English highlighting key activities, achievements, challenges, and human interest stories.
Key Competencies
- Strong skills in data management, online forms, and spreadsheets.
- Proficiency in training and reporting in English.
- Effective communication skills to support a helpline.
- Ability to build relationships with local education staff and community members.

Qualifications
- Bachelor’s or Master’s degree in education, IT, or business management (preferred).
- Minimum three years of work experience.
- Proficiency in English (written and verbal).
- Strong analytical and computer application skills.
- Experience in teaching or training
