Save the Children is seeking a qualified candidate to fulfill the following vacancy in it’s Ramallah Office:
 

Education Programme Manager - Position Ref.#: (EPM/WB/2016)


In line with SCI’s strategic plan for the oPt, mid-level manager, provides technical and management support to a set of projects across SCI thematic areas with a primary focus on Education activities and (whenever required) Humanitarian Response activities in line with SCI’s full spectrum approach. The Programme Manager (PM) liaises with every department within SCI to insure quality implementation of our Education programmes.
The PM will be responsible for a portfolio of awards in the West Bank as well as building national partner capacity on child-focused development programming. The PM will ensure the quality and effectiveness of child-focused development programming in accordance with SCI’s overall strategic plan as delegated by West Bank Senior Manager, award proposals compliance requirements and SC values. The Programme Manager will provide input to the strategic vision and direction of the SC programme in Palestine, and ensure that appropriate controls are maintained at implementation level.

The PM will be responsible for overseeing the overall implementation of an assigned portfolio within his/her regional focus area, as well as national activities in coordiantion with other SCI offices and partners, and will coordinate partnership with local organizations and national stakeholders. The PM will contribute to portfolio growth through participation in proposal development teams. S/he will also organize and coordinate workshops, trainings, seminars, and awareness campaigns involving children, youth and adults and partake in needs assessments and evaluations for the projects. The PM will also provide technical oversight and management to programmes overseeing the development of child-focused development programs in various parts of the West Bank, and will provide expertise to key themes of SCI programming with their counterpart PM in their counterpart area of Palestine.

Reports to:  Senior Program Manager, West Bank and East Jerusalem

 

KEY AREAS OF ACCOUNTABILITY:

Key Area 1 Planning
-Work in close collaboration with the Senior Programme Manager in WB, other Programme Mangers, Technical Advisors, Security, HR, Admin, Finanace and Awards and Project partners to develop project plans, financial plans and montlhy action/work plans, ensuring operation coordination between sectors.  
-Take a role in developing programme strategies and annual plans. Participate in conceptualizing and designing cost effective, innovative programmes. Contribution to development of partnerships with Palestinian civil society and government.
-Take leading role in reviewing and developing Education Program strategy and identify stratgic needs and capacities needed for education prortfolio development.
-Chair SCI Education Thematic working group consisting from SCI education Team and partenrs education experts and ensure effective learning and knowledge dissamination.

Key Area 2: Coordination, monitoring and reports:
-In close coordination with WB Senior Programme Manager, ensure that communication with partners on all aspects of project activities is adequate, clear, professional and documented;
-Ensure overall supervision to the implementation and integration of activities of assigned portfolio of programmes and close coordination with other PMs
-Ensure projects in the assigned portfolio are completed within time, on budget and achieve their objectives.
-Ensure programmes in the assigned portfolio are implemented to meet the needs of the communities, in line with Save the Children’s values and strategic plan and following Save the Children compliance procedures.  
-Ensure that the MEAL systems of individual programmes are of high quality, providing regular impact and process data and that all programmes have baselines and evaluations in cooperation with Technical Advisors and other appropriate team members.
-Work closely with programmes staff and the Reporting and Program Development Manager to ensure preparation of timely and high quality progress reports, and donor reports as required.
-Liaise with implementing partners and coordinate project activities to ensure activities of each results area are implemented in accordance with the project proposal and agreement.
-Facilitate the integration of programme sectors and activities.
-Monitor project implementation against the established indicators detailed in the Logical Frameworks.
-Liaise with implementing partners to ensure the timely submission of project reports and that co-financing contributions are provided as agreed in the project documents.
-Conduct field visits to verify project activities are implemented according to contractual targets.
-Lead appropriate capacity building events in related fields for partners and relevant stakeholders including government officials.
-Identify troubleshooting options with the partners to support them to solve issues/hinderances that arise during project implementation.
-Monitor the procurement of goods and services for the projects under the assigned portfolio and ensure execution according to the compliance regulations established by SCI, Members and all relevant donors.
-Maintain close relationship with key stakeholders (state and non-state) and ensure adequate information flow.

Key Area 3: Supervise and manage staff
-Ensure that all sub-ordinates have clearly defined objectives and understand their responsibilities.
-Incorporate staff development strategies and Performance Management Systems into team building process.
-Establish result based work planning system and follow up.
-Foster a learning environment for supervised staff, and will be required to motivate and monitor their professional development through annual performance and capacity development planning.
-Ensure availability of appropriate professional development opportunities for programme staff.
-Encourage a team culture of learning, creativity and innovation.
-May be required to lead capacity building events in relevant subject areas at CO level.

Key Area 4: Material Creation, Advocacy and Visibility
-Provide support and input for the advocacy work related to the education programmes
-Lead the development of communication and visibility materials for the education programmes.
-Ensure that all donor branding and visibility requirements are fulfilled
-Advise, write, and coordinate proposal development as a member or lead as needed on proposal development teams

Key Area 5: Humanitarian Preparedness and Response Management
-Contribute to the strengthening organisational readiness to respond to emergencies in line with global SCI’s Humanitarian Preparedness standard by following the preparedness steps outlines in SCI’s Preparedness Procedure.
-Play an active role in responding to new humanitarian crises in the designated areas of operation in line with SCI’s Humanitarian Response Management standard, following the stipulated procedural steps, in line with SCI’s full-spectrum approach to programming.

Applications will be considered based on the following essential criteria:

-Master degree in Education accompanied with relevant experience in programming and managing multi-million, multiyear programmes and providing TA in Education.
-At least 5 years experience in a management capacity in the development/humanitarian sector.
-Expertise in Education programming and quality development is essential.
-Experience of Child Protection programming is desirable.
-Previous experience of implementing awards funded by institutional donors with medium to high levels of compliance requirements, e.g. ECHO, CIDA, USAID, OFDA, DFID. European donors, European Commission or Scandinavian experience is preferred.
-Strong communication and interpersonal skills.
-Ability to manage a complex and diverse workload and to work to tight deadlines.
-Ability to contribute to a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
-Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of launching new humanitarian responses.
-A full appreciation of the value of co-operation, both internationally and within a team environment.
-Understanding of Save the Children’s vision and mission and a commitment to its values.
-Written and verbal fluency in both English and Arabic.
-Knowledge of Education in Emergencies programming is desirable.
-Knowledge of INEE standards is desirable.
-Knowledge of Education Quality Standards is desirable.
