The Opportunity – EHU Field Hospital Anaesthetist. 

Post location:  Gaza Field Office. 

Contract Duration and Level of Effort: 3 months with possible extension

ROLE PURPOSE: 

The Anesthetist will be part of the technical leadership of the healthcare program in Gaza, with a focus on anesthetic and surgical activities, in close collaboration with local health authorities and community members. In addition, they are expected to participate in internal and external technical working groups and communities of practice. The Anesthetist will work closely with the OB/GYN, pediatrician and operating theatre staff and will be the supervisor and leader of the anesthetic and surgical activities and will be in direct communication with the operating theatre team and the rest of the clinical team of the inpatient unit. 

SCOPE OF ROLE: 

Reports to: Field Hospital Clinical Lead (or designated other).

Staff reporting to this post: TBC (To be confirmed).       

Budget Responsibilities: None.

KEY AREAS OF ACCOUNTABILITY: 

The anaesthetist is part of the EHU field hospital team, and they will organize and carry out anaesthetic and medical activities in either a direct care and / or technical advisory role, according to Save the Children procedures and universal hygiene standards, and in close collaboration with the OBGYN and other clinical staff.  This includes the provision of safe pre/ peri and post-anaesthesia procedures for mainly emergency and elective obstetric surgical interventions. The anaesthetist is expected to be able to practice at an independent level within their specialist area.

  • Carry out pre-operative consultations evaluating the risks of operating in collaboration with the OBGYN (or surgeon), providing the patient with appropriate information and deciding the type of anaesthetics to be used, to ensure the best conditions prior to the surgery. 
  • Carry-out all anaesthesia related activities during surgery to ensure safe, adequate anaesthesia as follows: 
  • Preparing beforehand the drugs, material, and equipment required. 
  • Administering and maintaining anaesthetics following the rules of hygiene and asepsis in force. 
  • Monitoring patients throughout the intervention. 
  • Ensure transfer of patients to the recovery room, and full recovery of the patient’s consciousness and setting analgesic protocol.
  • Advise on postoperative care in the recovery room and wards with the surgeon, including fluid management, oxygenation monitoring and airway care and chest physiotherapy and mobilization, with special focus on patient’s pain relief during the recovering process. 
  • Implement and supervise hygiene rules, procedures and Save the Children protocols in OT/recovery, anaesthesia material (decontamination, sterilization, storage conditions, etc.) to ensure the safety and protection of patients and staff. 
  • Supervise the OT pharmacy (drugs orders, inventories, expired drugs) and ensure OT register, consumptions, empty phials of narcotics, ensuring adequate stock is maintained. 
  • Ensure good functioning and maintenance of OT equipment.
  • Advise and lead on acute and chronic pain management plans for patients. 
  • Support and participate in safe transfer activities of any critically unwell patient when required.
  • Organize the tasks of personnel under his/her responsibility and participate and carry-out other team management activities (recruitment, training, performance evaluation, motivation, internal/external communication, etc.), to ensure having the appropriate team in terms of size, capabilities, and skills. 
  • Lead on pain management 
  • Collaborate with other departments in the project (responding to the emergency room requests, intervening in support of other services when needed, etc.), and participate in any emergency activity or exploratory mission, to support the overall Field Hospital activities with his/her expertise and capabilities. 
  • Ensure proper fulfilment of administrative procedures and documents (fill in of patient’s files, forms, statistics, data base, etc.), and elaborate regular reporting about results, proceedings and problematic situations and cases, to have updated and correct information about the day-to-day activity in the project and support decision-taking. 

General:

  • Ensure the timely, complete, and quality collection of the required reporting requests by the MEAL team, including support with any patient feedback mechanisms, audits, and quality of care checklists. 
  • Ensures patient data protection and confidentiality of patient data. 
  • Actively participate in any internal meetings and any other relevant external meetings as required.
  • Adhere to and report any medical incident through the Save the Children DATIX reporting system.
  • Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance with the Child Safeguarding Policy.
  • Commitment to the aims and principles of Save the Children. A good understanding of the Save the Children’s mandate and child focus.
  • Understanding what we mean by risk, and by identifying, reporting, and managing the risks associated with your role; and
  • Operating within the policies, procedures and controls set out by Save the Children

In order to be successful, you will bring/have: 

QUALIFICATIONS   

  • Medical degree with a minimum Anaesthetic diploma, with current registration to practice in country of residence.

EXPERIENCE AND SKILLS

Essential

  • Up to date evidence of current licence and registration to practice.
  • Minimum of 2 years’ experience practising independently as an anaesthetist (i.e., does not require supervision)
  • Arabic speaker in a clinical setting
  • Minimum of three months’ work/volunteering in Field hospital or Low middle Income Countries (LMIC) in a complex humanitarian setting 
  • Ability and willingness to travel to remote and insecure locations for periods of time and on short notice.
  • Willingness to work in unstable areas.
  • Evidenced of in date training in advanced life support (adult, paediatric and neonatal) or equivalent.
  • Strong communication skills, with an excellent level of spoken and written English.
  • Proficient in Microsoft Office (Word, Excel, Outlook).
  • Flexible and able to manage stress.
  • Ability to work and maintain a positive team dynamic in an insecure environment. 
  • Proven capacity to supervise, train and coach staff.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships both inside and outside the organization.
  • Ability to exercise sound judgment and make decisions independently under difficult conditions.
  • Creativity and the ability to work with limited resources.
  • Ability to reflect and learn from personal and program performance and act on lessons learned.

Desirable

  • Previous experience of NGO work in humanitarian settings.
  • Experience of living or working a conflict environment
  • Experience supervising medical teams.
  • Experience in other relevant area: general practice, general medicine, or nutrition
  • Strong knowledge of Save the Children systems and ways of working.
