Work context
CESVI has been working in Palestine since 1994, and it has developed over the years an expertise in the area of water, sanitation and environment through the implementation of projects in the field, establishing partnerships with relevant actors in the sector and thanks to active participation in the WASH cluster.
CESVI is currently implementing projects in the West Bank and in the Gaza Strip.
In response to the situation in the Gaza Strip, CESVI is planning to expand its presence in the strip, through implementation of emergency and humanitarian relief response interventions. This includes but not limited to food security and basic needs assistance, and improving access to water and shelter.
Job Purpose: The Emergency coordinator is responsible for the overall emergency response interventions in Gaza strip and will be the main focal point in the Gaza strip. Including ensuring smooth planning, coordination, implementation and follow up of CESVI’s activities and field coordination in adherence to technical aspects of waste management and their connection to other project components CESVI’s emergency response guidelines, ensuring they are duly taken into consideration, respected and applied. They will support several projects and engage actively in external coordination.
This role is roving and is expected to move within the Gaza Strip as per safety guidelines.
In particular, with the support of the HoM and other team members, the incumbent is expected to:
Assessment, Programme Design and Planning
- Under direct supervision of the HoM, organize emergency assessments with focus on CESVIs' core sectors: Food security, WASH, and Shelter.
- Coordinates the initial set up of project implementation plans and budgets within the framework of the agreed emergency response programme and strategy;
- Contribute to project design and proposal writing.
Finance, HR and supply chain
- Ensure overall management of assigned team, including recruitment, daily management and technical supervision.
- Ensure efficient management of financial resources and sufficient planning and forecasting.
- Lead supply chain and other logistics aspects including appropriate fleet management.
Project management and leadership
- Develop project implementation plans.
- Ensure staff onboarding and understanding of project plans.
- Ensure timely and efficient implementation.
- Ensure communication of project achievement, challenges, and mitigation measures.
- Develop spending, procurement, communication and other relevant project plans.
- Ensure coordination and supervision of local implementing partners.
Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Support in developing project MEAL plans.
- Ensure appropriate implementation of MEAL plans, including communication with MEAL focal point and reporting of all activity and output level achievements.
- Lead project learning and adaptation based on MEAL findings.
- Ensure implementation of CESVI’s accountability and safe-guarding policy.
Representation, Coordination, and communication
- Proactively attend and support overall external coordination with humanitarian and authorities in the Gaza Strip, including attendance of area-based meetings.
- Support in analysis and need assessments for new projects
- Contribute to CESVI strategy in the field in support to HOM and represent CESVI in meetings
- Plan and carry out monitoring visits and data collection
- In coordination with HOM contribute to donors’ and other organizations’ relations and promotion, e.g. through meetings and presentations of new donors' acquisition, forums, workshops and visits.
- Act as communication junction between Gaza strip and the rest of CESVI teams in Palestine and other locations if needed.
- Draft and submit periodic situational and context analysis reports.
- Draft donor reports.
Safety and Security
- With the support of HoM and HQ safety advisors, lead on overall safety aspects in Gaza strip for staff, partners, premises, assets, and commodities.

Minimum requirements
- Bachelor’s degree in engineering, management, international development, or other similar sectors.
- Minimum 5 years of experience in the humanitarian and development sector.
- Strong writing and communication skills in Arabic and English.
- Strong interpersonal skills, specifically negotiation and diplomacy skills
- High flexibility and ability to lead and work autonomously.
- Excellent computer skills, knowledge of Microsoft Office Suite (Word, Excel), knowledge of and experience on the use of Kobo toolbox for data collection
- Valid local driver's license
The assignment is a full-time post expected to start immediately. Subject to satisfactory performance, the period of employment may be extended.
Please note that it is a project-based post and does not imply continued employment with CESVI after the end of the contract period.
