Emergency Health Program Officer

Emergency Health Program Officer

The Emergency Health Program Officer position aims to actively participate in the supervision of the health programs taking place in the Gaza Strip doing the following duties:

1. Participating in sector-specific contextual analysis to contribute to the Response Strategy in coordination with the Health Emergency Response Advisor, Health Field Officer in Gaza, and other Health Team members in the WB.
2. Collaborating with the Health Field Officer and other Health Team members to participate in the design of Health (SRMH and PH) activities, incorporating the Minimum Initial Services Package (MISP) in emergencies, and planning for the response across the three main phases (Humanitarian Phase, Stabilization Phase, and Relief and Recovery Phase).
3. Engage with program managers to ensure project quality and timely implementation through regular follow-up and monitoring of program management tools.
4. Represent the organization in the health and nutrition sector in emergencies with local partners and donors in coordination with other industries and the Response Director.

The Emergency Health Program Officer is a vital member of the Response Team at CARE Palestine and will currently report directly to the Health Emergency Response Advisor.

Job responsibility #1: Contextual Analysis and Response Strategy

The responsibilities of the Emergency Health Program Officer include:

1. Ensuring that the health (SRMH and PH) strategy response is attuned to on-the-ground needs, with a specific focus on SRMH response, recognizing CARE Federation's prioritization of the health needs of women and girls in emergencies.

Job responsibility #2: Participate in the design for the emergency health section and assessment with other sectors

1. The Health Program Officer will participate in Health (SRMH and PH) and Nutrition needs assessments in emergencies and provide support for the Health Emergency Response Advisor and the Health Program Field Officer multi-sectoral needs assessments.
2. Provide regular contextual update on the needs in Gaza and West Bank when needed related to the health sector.

Job responsibility #3: Design of new Emergency Health proposals

The Emergency Health Program Officer will participate in the design and the development of all Emergency Health (SRMH and PH) and nutrition proposals in coordination with:

- CARE International Members Partners

- Proposal writing and Reporting Officer

- Finance and Program Support Department

- Other sector leads and the Response Director

The Emergency Health Program Officer will coordinate with the Health Program Field Officer and will both be responsible for the quality of the emergency health proposal, the definition of the sectors and the geographical area. She / He will ensure that the design is based on a gender analysis and needs assessment. He/She will be responsible for ensuring that the design of the project goes in line with the needs of the affected population on the ground through communications with the Health Cluster and clusters (SRH and PH clusters) for Gaza and the WB.

Job responsibility #4: Quality and timely implementation of projects

The Emergency Health Program Officer along with other Health Project Managers and will ensure:

- Support the line manager in developing the needed Program Management tools.

-Timely implementation of each project according to the context and the agreed implementation plan through regular monthly follow up of the program management tools (HR Plan, Procurement Plan, MEAL Plan and Budget Versus Actual Plan).

- In coordination with the finance and Program Support Department, ensure the compliance with donors’ regulations.

- Timely and quality reporting to the donors and CMPs.

- Monitoring, Evaluation, Accountability and Learning framework is in place and provides quality information.

- The health staff are trained in the PSEA policy and the feedback and complaint mechanism is in place.

- Manage donor requirements for data collection and reporting.

- Participate in the recruitment, management and training of the health program staff in each field site who might be involved in emergency preparedness and response.

- Raising PRs and follow up the procurement process related to the health sector as assigned by the line Manager.

- Supporting the budget holder in reviewing the budget expenditure for each project and ensuring no over or underspend will happen.

Job responsibility #5: Improve CARE Health response through Innovation and Learning

In a rapidly changing environment, the Emergency Health Program Officer will collaborate with the MEAL department and the Response Director to:

1. Conduct lessons learned exercises for each response, identifying strengths and weaknesses in CARE's approaches.
2. Work with the Health Field Officer to document best practices and provide technical guidance to ensure the high-quality implementation of activities.
3. Collaborate with the Health Field Officer to organize regular meetings with implementing partners in Gaza and the West Bank, seeking their feedback on potential areas of improvement and identifying gaps related to health services.
4. Coordinate with the Health Field Officer, Health Emergency Response Advisor, and other Health Team members to pilot innovative approaches tailored to the context, aiming to enhance the impact of CARE's response, particularly in advancing Gender Justice and reducing Gender-Based Violence.

Job responsibility #6: Serve as the organization's representative in humanitarian forums and engage with donors

The Emergency Health Program Officer will serve as the CARE representative in various capacities:

1. Engaging with CARE Members and partners on all humanitarian-related subjects.
2. Participating in Humanitarian Clusters and Coordination efforts.
3. Collaborating with peer organizations in Technical Working Groups or Consortiums.
4. Interacting with humanitarian donors, both for existing projects and to explore potential new partnerships.
5. Establishing and strengthening relationships with partners, including national and international NGOs, UN agencies, donors, and pertinent government representatives, aiming to enhance project implementation and position CARE International as a credible and effective humanitarian organization.
6. Ensuring that all projects are well-coordinated with relevant government authorities and other humanitarian actors, aligning with the country's humanitarian response plan.

Job Profile Requirements

• Preferably Masters or Bachelor degree in Health
• Minimum of 2-3 years of recent and progressively-challenging experience working in humanitarian response
• Prior management of USAID, ECHO funded-programs required.
• Previous working experience in Emergency Health Response situations (with focus on the SRMH response).
• Experience managing programmatic and financial reporting requirements.
• Experience in proposal development.
• Fluency in Arabic and English.
• Demonstrated experience in program design (including proposal development), implementation and evaluation
• Experience in emergency related activities
