Emergency Preparedness Support Consultant

The Palestinian Health Sector Development and Reform Project (Flagship Project) is a five-year project funded by USAID. The Project is seeking to recruit an Emergency Preparedness
Support Consultant.

This consultancy will focus on providing technical assistance to the Ministry of Health in their quest to develop a viable emergency preparedness plan (EPP) by bringing forth international best practices, tools and processes to develop such plans.

Principle Duties and Responsibilities include
-Provide technical support in drafting and establishing Emergency Preparedness Plans with hospitals and clinic committees at the MOH, and for Community Based Organizations (CBO).
-Liaison EPP work with the task force and focal contact persons with the MOH.
-Support field work of Short-term technical assistants (STTAs) in Emergency Preparedness as needed.
-Oversee meetings, training courses, mock drills, and/or workshops for emergency preparedness,
in direct coordination MOH and Partners.
-Assist in setting up and participate in meetings and strategic coordination between the focus areas and other external counterparts (Donors), in relation to emergency preparedness plans (EPP).
-Assess and evaluate activity for modification and proper future planning within our work plan.
-Contribute to the development of technical programs work plans, action plans as well as progress reports in timely manner.
-Incorporate changes, develop final plan, incorporate training element
-Identify remaining gaps and address them through subsequent engagements
-In the event that new priority tasks are introduced during the consultancy, the consultant will work with the Flagship project staff to revise the tasks and expected products to accommodate for the new priorities.
-In addition to the above-listed tasks, the Flagship Project welcomes additional contributions and creative ideas in support of the Flagship objectives.
-The consultant is encouraged to support the identification of additional STTA and scopes of work to help accomplish project goals and objectives where possible.

Education, Qualifications and/or Equivalent Experience
-At least 5 years of experience in the field of Health Emergency Preparedness and/or management
in Palestine or Middle East.
-Experience with international standards development, and health system in Palestine.
-Familiarity with USAID and international experience.
