Emergency Projects Manager WASH, Shelter and FSL
The purpose of the Emergency Projects Manager is to coordinate and lead the different emergency response initiatives in Gaza and the West Bank. This role is responsible to lead the program development of the emergency response and ensure quality implementation, in close coordination with sector leads and under the supervision of the Response Director in areas of expertise including WASH / Shelter & Food Security. The role is also responsible to allocate and capacity needed resources for the emergency.
Tasks and responsibilities:
Job Responsibility #1: Program Development
- Overall oversight of Program Development for WASH / Shelter & Food Security in Emergencies Response projects covering different areas and interventions. This includes:
- Leading prioritization and validation process for interventions, developing detailed activity plans and budgets for proper delegation to the teams responsible for the implementation.
- Develop strategy, technical guidance and SOPs in Emergencies with a specific focus on WASH / Shelter & Food Security.
- Developing robust emergency setups based on appropriate needs analysis with an integrated program approach.
- Ensuring high technical quality and synergies in project implementation of the WASH / Shelter & Food Security in Emergencies.
Job Responsibility #2: Program Management
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention.
- Responsible for developing and managing budgets and donor reports related to WASH / Shelter & FSL in Emergencies.
- Ensure that the existing SOPs supporting the implementation of the emergency responses are relevant to the identified needs and review if necessary, in line with the CARE procedures.
- Provide support with countrywide emergency preparedness and prepositioning of supplies if needed.
- Provide emergency response specific support and input to the recruitment process for emergency response project staff.
- Managing teams in complex humanitarian environments, building capacity and supporting staff in Gaza.
Job Responsibility #3: Program Quality
- In close collaboration with the Program Support Teams, contribute to the development of robust reflecting the emergency response strategies and approach
- Ensure that key learning is extracted from the response implementation, and incorporate them in emergency response and staff development processes
- Ensure systematic training and build capacity of technical staff
- In close collaboration with the M&E Coordinator/Manager, ensure the development of quality control and monitoring/evaluation standards for the emergency response
- Responsible for developing and quality compliance of all donor proposals, budgets and donor reports related to the Response
- Compliance and adherence to CARE policies, guidance and procedures
Job Responsibility #4: Representation and Coordination
- Represent CARE in relevant forums/Clusters, including in meetings with national authorities and donors at national level related to emergency response
- Compliance and adherence to CARE policies, guidance and procedures
- Responsible for representing CARE at the coordination mechanism for emergency response and acting as the CARE focal point for Response Mechanisms
- Responsible for context analysis and development of scenarios for potential displacements in relation to the emergency response and sharing this information to relevant stakeholders.

Job Profile Requirements
Required
- Post-graduate with minimum 5 years of experience within technical expertise area in a humanitarian context
- Experience from working in complex and volatile contexts
- Emergency Response expertise
- Humanitarian coordination experience
- Strong managerial and interpersonal skills
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English and Arabic, both written and verbal
- Strategic thinking
- Working with people
- Initiate action and change
Desired
- Experience from working in complex and volatile contexts, multi-country disaster preparedness, response and recovery programming.
