Emergency Projects Manager - Health and Protection

The purpose of the Emergency Projects Manager - Health and Protection is to coordinate and lead the different emergency response initiatives in Gaza for health and protection sectors. This role is responsible for leading the health and protection program development of the emergency response and ensure quality implementation, in close coordination with Sector Specialists, key stakeholders, and under the direct supervision of the Emergency Response Programs Manager for Gaza. The role is also responsible for allocating relevant human resources to implement sector related projects and act as Focal Point to related local partnerships.

Job responsibility #1: Project Development (20% of Time)

Overall oversight of Project Development for Protection and Health in Emergencies Response projects covering different areas and interventions. This includes:

  1. Leading, prioritizing and validating processes for interventions, developing detailed activity plans and managing budgets for proper delegation to the teams responsible for the implementation; all that should be done based on the needs on ground, coordination with the sectors' technical specialists and the feedback of the relevant clusters and sectors working group.
  2. Developing implementation strategy and supporting technical guidance and SOPs in Emergencies in close coordination with Sector Specialists and the Emergency Programs Manager for Gaza.
  3. Developing robust emergency setups based on appropriate needs analysis with an integrated program approach.

Job responsibility #2: Project Management and implementation (50% of Time)

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention.

  1. Ensuring the timely and effective implementation of emergency health and protection projects, adhering to approved work plans and sector-specific standards.
  2. Responsible for managing and reviewing budgets upon needs
  3. Responsible for producing donor reports related to Protection and Health in Emergencies.
  4. Ensuring synergies in project implementation with other sectors (eg. WASH, Shelter, FSL).
  5. Providing support with countrywide emergency preparedness and prepositioning of supplies if needed.
  6. Providing emergency response specific support and inputting to the recruitment process for emergency response project staff in related sectors.
  7. Managing Health and protection teams in complex humanitarian environments, assessing the needs for capacity building of related staff and coordinating with relevant sector Technical Specialists and other sectors like MEAL, Safeguarding, HR in close coordination with the Emergency Programs Manager.
  8. Acting as Focal Point to local partners and supervision of their implementing activities within CARE projects in Health and Protection in the geographic area of intervention (Gaza)

Job responsibility #3: Program Quality (10% of Time)

  1. Ensuring key learning of the response implementation is provided to Sector Specialists for incorporation in emergency response and staff development processes
  2. In close collaboration with the M&E Coordinator/Manager, ensure the development of quality control and monitoring/evaluation standards for the emergency response
  3. Compliance and adherence to CARE policies, guidance and procedures.

Job responsibility #4: Representation and Coordination (15% of Time)

  1. Representing CARE in relevant forums/Clusters, including in meetings with local authorities and donors at area level related to emergency response under close coordination with the Emergency Programs Manager for Gaza.
  2. Responsible for representing CARE at the coordination mechanism for emergency response and acting as the CARE focal point for Response Mechanisms under the health and protection sector.
  3. Responsible for context analysis and development of scenarios for potential displacements in relation to the emergency response and sharing this information to relevant stakeholders.
  4. Actively participating in internal coordination mechanisms to update, share challenges and solutions with regards to health and protection project implementation in area of intervention (Gaza).

Job responsibility #5: OTHER RESPONSIBILITIES AS ASSIGNED (5% of Time)

Job Profile Requirements

Qualifications Required

  • Post-graduate with minimum 5 years of experience within humanitarian context
  • Experience from working in complex and volatile contexts
  • Excellent experience in budget management and project management cycles tools.
  • Emergency Response expertise
  • Strong managerial and interpersonal skills
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Arabic, both written and verbal
  • Ability to work in multi-cultural teams
  • Commitment to CARE core value and principle

Experience / Technical Skills Required

The following are essential for this position:

  • Experience working with humanitarian donors, including but not limited to ECHO, GFFO, UN agencies
  • Demonstrated experience in implementing Protection and/or Health projects in an emergency context
  • Strategic thinking and project adaptation
  • Demonstrated experience with external stakeholders

Desired

  • Knowledge of the context in Palestine
  • Experience with multi-country disaster preparedness, response and recovery programming.
