Emergency Response Programme Manager – Gaza Crisis

ActionAid is seeking a qualified person to fill the position of Emergency Response Programme Manager for 6 months period (extendable).
The post location is Gaza, ActionAid with frequent travel to programme locations in the West Bank and regionally.
Start Date: Immediately
About the position: The ERP Manager is responsible to lead and strategically manage ActionAid’s Humanitarian Response Programme in Palestine to ensure effective coordination and operationalization of agreed objectives and actions with meaningful engagements with donors, I/NGOs, government stakeholders, coordination bodies, partners and communities ActionAid works with.
The key responsibilities for this position will be as follows:
- Engage in developing strategic plans and interventions of the Humanitarian Response programme.
- Lead in ‘Programme Designing’ linked to Strategic Objectives of
- Ensure strategic linkages with stakeholders are in place and build strategic relationships.
- Engage with donors, Humanitarian Response coordination bodies, national & international level meetings and events to highlight ACTIONAID’s Humanitarian Response work and for fundraising.
- Ensure effective coordination within ACTIONAID, IHART and AA Federation globally.
- Provide strategic direction and management of ACTIONAID Humanitarian Response programme, projects and team.
- Implement and follow up on ActionAid International’s three key Humanitarian Response signatures; Women and Youth leadership in emergencies, accountability to disaster and conflict affected communities, and shifting of power to local organizations.
- Engage in ‘Humanitarian Response’ policy focus of ActionAid; access to information, women’s rights and gender based violence and economic empowerment
- Ensure program implementation and activities are contributing to ActionAid’s policy advocacy and campaigns where and when relevant.
- In liaison with the Fund Raising Team, support the development of concept notes and proposals relating to Humanitarian Response activities
- Work with the fundraising team to ensure timely and relevant program report submissions to relevant donors and functions
- Ensure all requirements for proposal development is followed up; eg; assessments, data collection, context analysis, consultation with beneficiaries, etc
- Oversee and support the monitoring of AA’s representation and profile of Humanitarian Response Work in key technical working groups and networks.
- Attend / delegate attendance in key niche UN cluster meetings locally and nationally and strategically engage in important national and international level networks, forums and meetings.
- Participate in meetings with relevant government ministries and other stakeholder as required.
- Ensure Humanitarian Response Team have clear understanding of the vision of ActionAid and develops a mutual understanding of vision, goals and objectives of the organization’s Humanitarian Response intervention.
- Assure values, principles and practice of AA’s HRBA, SHEA & Safeguarding, Decolonized and Feminist approach is mainstreamed in the programme.
- Provide guidance, mentoring and support to team members and organize capacity building initiatives to meet gaps.
- Mobilize consultants & interns strategically to meet the needs of the Humanitarian Response Programme in coordination with team.
- Lead on developing safety and security procedures, contingency planning and incident management.
- Ovrsee staff safety and security and ensure implementation of safety and security policies and procedures.
- Responsible for the day to day operational planning for teams, including safety and security incident management.

Eligible applicants are required to have the following qualifications and skills:
- Relevant academic degree, preferably master degree in development, management.
- At least 6 years of experience in Protection and Humanitarian Response engagement preferably in a protracted crisis context.
- Proven experience within security risk management in a humanitarian context.
- Proven experiences in crisis management is a plus.
- Attended security training within the past 3 years is a plus
- People’s management skills and ability to remotely manage and follow up with team members.
- Extensive experience in strategically managing programmes / projects, including multiple stakeholders and partners.
- Have grounded understanding of the refugee crisis in the region.
- Experience of managing institutional, bi-lateral and international donor funded projects.
- Rounded experience of Governance, Women Rights, Youths, Emergency and Humanitarian Response work.
- Experience in financial management and budgeting.
- Excellent interpersonal communication/negotiation skills both in written/oral Arabic and English.
