Employment Officer
Established in 1893, the YWCA of Palestine envisions an independent and free Palestinian democratic state where justice and peace, tolerance, equality, respect for the rights and dignity of human beings, gender equity, freedom of expression, social justice, pluralism, cultural diversity and women’s leadership are promoted and sustained.
The YWCA of Palestine in cooperation with the YWCA- Ramallah is aiming to recruit an Employment Officer who will be responsible for a diverse set of tasks within the scope of the YWCA; the employment officer will mainly be working within a new project funded by the EU and implemented by YWCA of Palestine, he/she will also work closely with YWCA- Ramallah Vocational Training Center (VTC) to coaching and employment support its graduates.
The overall objective of the EU is empowering socially excluded young women in the targeted villages to become economically active and
advocate for their rights with local decision makers.
Through this project, young people, especially young women, will contribute towards the construction of a democratic and free civil society by achieving reduced employment levels and reduced social exclusion. This will be attained by increasing livelihoods opportunities, and
building the capacity of community-based organizations and the YWCA of Palestine. The project will target seven villages and one refugee camp in Area C, namely Al Uja, Nuweimeh and Aqabat Jaber Refugee Camp in the Jordan Valley and Tireh, Aboud, Saffa and Bani Zaid in Ramallah. 18 Community Based Organizations (CBOs) will be involved to effectively support 1,450 disadvantaged young women and 50 disadvantaged young men to improve their economic and social status and advance their ability to participate in decision making.
The Employment Officer will work under the supervision of the Business Development Services Manager to support the employment of disadvantaged young women and men. He/she will also be reporting to the VTC manager of the YWCA- Ramallah on the component of the vocational training students.
The incumbent will have the following main responsibilities (80% level of effort):
-Coordinate market analysis to collect data needed to develop appropriate livelihood and vocational strategies.
-Work on providing career counseling and employment placement services for the targeted beneficiaries in all localities.
-Support targeted youth to develop career goals and Curriculum Vitae
-Establish contacts with private sector companies, NGOs and other potential employers for placement programs and on the job trainings for the vocational education trainees.
-Identify staffing requirements for local businesses and organizations in public and private sectors and follow up recruitment ads.
-Advise job applications on employment requirements and on terms and conditions of employment
-Work in close coordination with the Business Development Service Manager to expand and diversify the marketing channels for small enterprises supported through the project
-Support beneficiaries targeted for livelihoods training and ensure their employability.
-Create contacts between unemployed youth and credit organizations to support business development
-In coordination with the M&E Officer, closely monitor status of employment and impact on beneficiaries
-Regularly travel to field locations to support and monitor beneficiaries from selection through to post-training follow-up.
-Support the Business Development Services Manager to regularly submit reports to Project Manager
-Other related tasks as required
He/She will assist the YWCA of Ramallah VTC department with job preparation and job search activities. Main Activities include (20% level of effort):
-Identify current and prospective staffing requirements for local businesses, and supporting VTC graduates in their employment efforts.
-Identify barriers to employment with VTC graduates.
-Maintaining and updating a record of VTC graduates and Employment History through YWCA portal and database and maintain contact with VTC graduates.
Required Skills and Qualifications:
-Minimum Bachelors degree in business administration, development studies, social studies
-Good Knowledge of and network with the private sector and NGOs
-Minimum of 2 year’s experience in business, marketing and/or youth oriented organizations.
-Experience in the area of placement and employment is an added value
-Familiarization with employment requirements
-Fluency in both Arabic and English;
-Good communications and computer skills
-Previous experience of database management
-Team work and previous experience working with youth, for example in mentoring role
-Willingness and ability to travel in West Bank, especially Ramallah and the Jordan Valley districts
