TERMS OF REFERENCE FOR PERSONNEL UNDER

INDIVIDUAL SERVICE AGREEMENT (ISA)

Post Title: National Energy Expert 

Duty Station: Home-based, Palestine

Mission/s to: Local travels covered separately as needed

Duration: 45 days

COVID response:

Part of the activities are deskbased and can be achieved through available communication tools, including virtual meetings, phone calls, emails, online research, etc. The expert will take into account COVID-19 restrictions and measures in place when conducting the energy audit at the manufacturing facilities. Local travels will be carried out only when extremely needed and depending on the Covid-19 situation and restrictions in place.

Main functions 

The expert will work under the supervision of the UNIDO’s project’s manager and the chief technical advisor and in close coordination with the National Project Coordinator, and international TEST mentors. The expert will be required to deliver his/her services at three companies in Palestine, and will be working closely with local resource efficiency experts trained by UNIDO on TEST methodology. 

The expert in energy will conduct energy audit at three manufacturing facilities, in accordance to the TEST methodology. This includes, but not limited to the following: i) review historical consumption trends, ii) develop KPIs and baseline for the company energy and assist in setting up priority flows, iii) conduct electrical and/or thermal energy balance on company level to identify the key consumers and focus areas, utilizing own energy measuring devices as needed; iv) conduct necessary measurements and analysis for focus areas to reveal sources and causes of inefficiency, v) develop a set of improvement measures and feasibility analysis of technically validated measures, vi) assist by an advice in the implementation and evaluation of selected measures, vii) conduct necessary measurements in order to provide data for the previous steps in order to control the energy flows and to help the company to build a permanent information system on energy efficiency. 

The work is expected to be completed within a total duration of 8 months.

MINIMUM REQUIREMENTS

Education: Master degree equivalent in Engineering (Mechanical, Electrical, etc.)  

UNIDO languages: Fluent in English and Arabic

Computer Skills: Proficiency in Office tools package (word, excel, power point, MS project, Access, etc.), internet/email (proficiency)

Experience: A minimum of 10 years’ working experience, from which at least 3 years in the analysis of energy (electric and thermal energy users), with specific working experience in industry. At least 3 reference projects in completed energy audits and energy optimizing for industrial facilities in the last 2 years. Sound track experience in the delivering consultancy services to the industry: data collection, analysis, benchmarking, cause identification, identification of suppliers of eco-innovative and alternative processes equipment, process control. 

Working experience in international development/developing countries and technical cooperation is a plus. Familiarity with modalities, policies and processes practiced by international agencies, financing institutions, NGOs, government agencies and international private sector organizations would be an asset.
