Introduction
The Ministry of Education (MOE) has received a grant from the World Bank towards the cost of the “Improving Early Childhood Development in West Bank and Gaza” project (hereinafter referred to as “ECD project”). Furthermore, MOE expects to receive a second grant from the World Bank towards the cost of the “Education Multiphase Programmatic Approach” (MPA) for a program titled Supporting and Education Reform Agenda for Improved Teaching, Assessment and Career Pathways (hereinafter referred to as “SERATAC”).
Ministry of Education is considering contracting an Environmental and Social Officer (ESO) to be part of the small core staff responsible for the administration of the ECD and SERATAC projects.
Position: Environmental and Social Officer
Main Tasks and Responsibilities
Environmental and Social (E&S) Management Responsibilities: The ESO Officer shall be responsible on the following tasks under both the ECD and planned SERATAC projects:
- Prepare and develop site-specific Environmental and Social Management Plans (site-specific ESMPs) in accordance with the terms of the ESMF for listed KG classes.
- Ensure the inclusion of specific ES instruments in the concerned bidding documents and monitor the compliance of contractors to the provisions of the site-specific ESMPs.
- Assess the E&S risks and impacts of the SERATAC activities in accordance with the SIA, the environmental and social standards, the Environmental, Health and Safety Guidelines (EHSGs)
- Develop an environmental and Social Management Framework (ESMF) including Labor Management Procedures (LMP) and Operation Health Safety Manual (OHS).
- Supervise and monitor the implementation of the Environmental and Social Commitments Plan (ESCP) and Environmental and Social Framework (ESMF) under both the ECD project and SERATAC.
- Supervise the implementation of environmental and social documents including SIA, LMP, E-WMP under the planned SERATAC project, including the workers’ grievance mechanism (GM) for each project.
- Supervise the implementation of the Stakeholder Engagement Plan (SEP) for each project.
- Ensure review and clearance of all E&S documents for both projects from the World Bank according to the terms specified in the project E&S instruments and the ESCPs; and update them as required.
- Prepare and submit E&S monitoring reports for the implemented activities as per the ECD & the SERATAC E&S Documents reporting requirements (i.e., E&S monitoring site visit report).
- Submit a consolidated (quarterly) E&S monitoring report for each project to the PCU Director. For the ECD project the report shall include inputs from all implementing partners (i.e., MOH, MOSD, and the Support ESO in Gaza), and for SERATAC the project shall include inputs from different implementing departments at MOE and the support ESO in Gaza.
- Prepare and submit timely and quality quarterly environmental and social progress reports for each project to the PCU Director and the World Bank.
- For each project, carry out consultations with different stakeholders; maintain a record of the consultations indicating means of feedback other than consultations, e.g., surveys, used to seek the views of affected stakeholders; date and location of the consultation meetings; a list of the attendees and their affiliation and contact address; and summary of minutes of meeting.
- Ensure compliance with the Technical Note on Public Consultations and Stakeholder Engagement in WB-supported operations during Covid-19.
- Conduct capacity assessment and development for the PCU team, relevant MOE departments, and relevant technical consultants in terms of environmental and social aspects related to the activities as identified in the Projects ESF instruments.
- Promote the GM for both projects during the stakeholder engagement activities and inform affected people about the grievance mechanism including special channels for receiving and handling GBV related complaints.
- Follow up, document and report all complaints received from affected parties to the PCU in Ramallah. Maintain a proper record of grievances received.
- Strengthen and refine the GM for both projects, also including the workers’ GMs detailed in the LMPs for each projects, and update the grievance redress manuals for both projects as required

Essential Required Qualifications, Skills, knowledge and Competencies
- At least a BSc. degree in environmental studies, or any other related field.
- Minimum 5 years of work experience as an Environmental and/or Social Specialist in similar projects, with at least 2 years’ experience as a Safeguard Specialist, with technical knowledge in both environmental and social safeguards processes and compliance.
- Relevant experience in preparing environmental and social assessments, ESMPs.
- Knowledge in World Bank safeguard policies/ESF and conversant with Palestine regulations and procedures.
- Very good management skills, particularly workshop organizing and moderation, communication skills as well as having the ability to work in a team.
- Track record of working in line with the requirements of international institutions.
- Proven ability to communicate effectively, understand community and stakeholder perspectives and vulnerabilities and to engage with project affected people and project management teams positively and constructively.
- Requisite language skills including oral and written professional proficiency in English, in addition to report writing.
- Strong results-orientation, proactivity, and ability to problem-solve.
- Excellent computer skills, including other relevant business software.
- Ability to work under pressure and meet tight deadlines.
Time Frame & Level of Effort
The expected level of effort is 9 months. The consultancy is expected to commence on (April 1st, 2022 and to be completed on December 31, 2022.
