Environmental Officer
ANERA is an international, non-profit, non-governmental organization implementing infrastructure projects in the West Bank and Gaza.
ANERA is recruiting for two vacancies to serve under its newly awarded Palestinian Community Infrastructure Development (PCID) Program, a five-year USAID-funded program to be based in its Jerusalem office:
Environmental Officer
General Roles and Responsibilities:
The Environmental Officer will coordinate the establishment of EIA’s in coordination with Partner Engineering Firms and in accordance with
USAID and Relevant National Local Standards. Specific responsibilities will include:
-Coordinate the preparation of Environmental Impact Assessments (EIA’s) while working in coordination with Partner Engineering
firms in accordance with USAID and Relevant National Local Standards.
-Identifies and assesses reasonably foreseeable environmental impacts of projects.
-Conducts sites visits of proposed and on-going project interventions.
-Devises plans to mitigate, monitor and avoid adverse environmental impacts.
-Coordinates the Environmental Mitigation and Monitoring Plan (EMMP).
-As may be needed coordinate Environmental Scoping Sessions that will lead to an Environmental Scoping Statement.
-Any other duties as specified by the supervisor.
Qualifications:
-Bachelor’s degree in Environmental Science or Environmental Engineering, additional specialization in water/sanitation or environmental engineering and a Masters degree is a plus;
-Minimum of 10 years of experience working in design or design review for a wide range of infrastructure projects;
-Knowledge of environmental mitigation issues relate to infrastructure; prior experience designing and solid understanding of 22 CFR 216 Environmental Compliance rules and regulations;
-Working knowledge of site safety plans; site management experience, a plus;
-Prior working experience with USAID or other international donor-funded infrastructure projects, is a plus;
-Reporting writing skills in English and Arabic;
-Demonstrated ability to work collaboratively with team members in additional to working with Local Authorities, community members and groups during different project phases;
-Computer skills in MS office, AutoCAD, MS Project;
-Ability to work under pressure and when necessary outside formal working hours and willingness to travel frequently to various localities in the West Bank; should have a valid driving license.
