As a response to the Israeli Military’s operation “Protective Edge”, Save the Children oPt has focused its emergency efforts on meeting basic human needs for survival during the first 3-6 months of the emergency response and is currently implementing recovery interventions. The intended multi-sectoral goals of this response are:
-To provide timely complimentary food and non-food items to the most vulnerable children and families.
-To provide emergency WASH intervention for displaced families.
-To reduce exposure to child protection risk and provide psychosocial support to vulnerable children and their families.
-To ensure children’s right to access education and health services.
-To restore and improve livelihood options for conflict affected families, activities included provision of NFIs such as hygiene kits, medical supplies, first aid kits, disposables, food supplements, household kitchen kits, child recreational kits, school kits and uniforms, HH water tanks, provision of potable and domestic water supplies, and psychosocial services for children and their families. Almost one year on, SCI has reached more than 227,000 beneficiaries; over half of them are children.
Scope of Work- Summary:
EVALUATION TEAM
The evaluation team which will be stationed in Gaza for the assignment will be composed of the following members:
-External Evaluation team leader.
-External Sector experts in Livelihood, Health, Education and Protection.
-External Data analyst.
-External Enumerators.
The external team leader will be responsible for:
-Drafting, agreeing and finalizing the evaluation methodology; agreeing a timeline for review and sign off on all deliverables with the Commissioning and Evaluation manager.
-Recruiting evaluation team as required, including recruiting and training enumerators. Conducting and managing the desk review
-Drafting questionnaires and designing data collection tools, with a particular emphasis on child-friendliness.
-Leading data collection and data analysis.
-Ensuring appropriate and safe child participation.
-Drafting the evaluation report and circulating for feedback and comments.
-Finalizing the report and submitting this, along with all primary data, to Save the Children office in Gaza.
-Conduct appropriate dissemination of evaluation results to relevant stakeholders, to include conducting a dissemination workshop with the Gaza team.
The evaluation team members will be responsible for:
-Participating in the desk review as directed by the Evaluation Team Leader
-Supporting the Evaluation Team Leader in designing data collection tools.
-Collecting data and appropriately recording data.
-Participating in, and providing technical input into, data collection and analysis.
-Drafting and finalizing sections of the Evaluation Report as directed by the Evaluation Team Leader.
-Submitting all raw data to the evaluation team leader.
The detailed scope of work will be given under the Request for Proposal document that will be sent to the consultancy firms who responded to this EOI.
Expected time period for contract
The period of any contract resulting from this RFP is scheduled to begin on 01st, March 2016 and to continue through 30th, May 2016.
Expression of Interest:
Consultancy firms interested in the evaluation should submit updated CVs for the proposed Team leader/sector experts as well as the overall evaluation team, a cover letter explaining why interested in this consultancy and how the skills and experiences fit the TOR. In addition to sample(s) of previous relevant consultancy reports or publications prior to January 31st, 2016. Pre-qualification applications are invited from consultancy firms.

Please note that applications will be reviewed on a rolling basis and only short listed applications will be asked to submit a full proposal before February 21st, 2016 detailing the proposed evaluation methodology and timeline, which should be submitted along with a detailed budget covering all costs related to the evaluation. You will be asked to include the narrative and budget in separate documents.
