FOR Monitoring and Evaluation Services

Technical service assignment for a Monitoring and Evaluation Consultant to provide local support for the implementation of an ongoing External Evaluation of the Al Fakhoora Dynamic Futures Programme.

The Dynamic Futures Programme is a Scholarships and Empowerment Programme funded by the Al-Fakhoora Campaign, and the Islamic development Bank (IDB). The Programme is being implemented in partnership with United Nations Development Programme/ Programme of assistance to the Palestinian people UNDP/PAPP.

The East Jerusalem YMCA is an implementing partner of the Dynamic Futures Programme, and by request of the Donors and the Implementing Partner, has contracted an International Monitoring and Evaluation Specialist to undertake an External Evaluation of the Programme. To assist with the External Evaluation, the services of a local third party are required to support local coordination and data collection.

On behalf of the concerned parties, East Jerusalem-YMCA invites Gaza Based-Monitoring and Evaluation Professionals to submit Expressions of Interest to provide consulting services to support the ongoing External Evaluation of the Al Fakhoora Dynamic Futures Programme.

The overall goal of this consultancy is to implement the field data collection exercise. The contracted Consultant will work with the International Monitoring and Evaluation Specialist, based remotely, to implement all field activities required for the External Evaluation. The main activities of the Consultant will include: coordination with local partners; translation of data collection tools, and narrative data (transcripts); administering surveys; facilitating focus groups; entering data according to specified format; scheduling interviews (to be conducted using ICTs by the Specialist); and related activities.

Expected outputs/deliverables:
-Identification of data collection samples for surveys, focus groups, and interviews, based on the sampling framework and criteria provided by the Specialist.
-Conducting highly accurate/ professional translation of data collection tools, and narrative data from English to Arabic, and vice versa. Note that data collection tools include surveys (approximately 13 pages total) and focus group guides (approximately 20 pages total)
-Implementing survey-based data collection with sample of 50 undergraduate students, 10 international postgraduate students, and 100 (estimated) persons involved in the management and implementation of different activities
-Data entry, cleaning, and preliminary analysis of survey data, according to the requirements of the Specialist, including translation of responses to open-ended questions from Arabic to English
-Arranging and facilitating approximately 10 focus groups, with participation of 60-80 individuals (6-8 people per focus group), according to the data collection framework.
-Documentation of detailed focus group records or transcripts, including preliminary analysis and translation into English.
-Supporting the Specialist in the scheduling and implementation of 20 interviews with key Programme stakeholders, which may include interpretation services for interviews conducted remotely by the Specialist in cases where the interviewees do not speak sufficient English, and/or directly conducting the interviews in Arabic, using interview guides/ questions provided by the Specialist.
-Documentation of detailed interview records or transcripts, including preliminary analysis and translation into English, as required.
-Ensuring all critical risks are identified and mitigated.
-Provision of insights and recommendations to the Specialist, based on the field data collection experience, which may not be self-evident in the data itself (including hunches and inferences gained from the data collection activities).

Experience:
-At least 5 years’ experience in monitoring and evaluation (M&E) methods and approaches (including quantitative, qualitative, and participatory); planning, design and implementation of M&E systems; and report writing.
-Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders
-Excellent efficiency and time management, and ability to work under pressure, noting that the Evaluation is facing a time constraint
-Willingness to work closely with remote Specialist, in English, and using various modes of electronic communication (Skype, email, SMS, as appropraite)
-Excellent communication skills in Arabic and English, including experience in translation and interpretation
-Strong experience in international development programs/ projects, including experience with different donors
-Familiarity with poverty alleviation and higher education issues in Gaza
-Excellent local knowledge of issues facing disadvantaged families and youth in Gaza
-A good knowledge in database development and management
-Good experience in working with / leading team

Language Requirements:
-Fluency in oral and written English and Arabic

Evaluation of the Expressions of Interest will based on the joint assessment of key Programme stakeholders, based on the candidates CV reflecting their suitability and experience (70%) and cost (30%).
