Emergency Response Finance/HR and Admin Officer

Project Duration : 1 year

SOS Children’s Villages International (SOS CVI) is a dynamic social development organisation active in over 132 countries worldwide, working to meet the needs and protect the interests and rights of orphaned and vulnerable children. It operates through a federation network of National Associations (NAs) across the globe, working in the areas of child development and emergency response.

SOS CVI is currently engaged in emergency response programs in the Balkans, the Philippines, Central African Republic, Syria and Lebanon amongst others, alleviating the suffering and ensuring the development of vulnerable children and their care-givers.

The SOS National Association Palestine is currently starting-up Emergency Response Operations in Gaza and we are currently seeking to appoint an Emergency Finance/HR and Admin Officer. The Emergency Finance/HR and Admin Officer reports directly to the ERP Manager based in Gaza, with technical supervision from the finance office Bethlehem.

Mission of the position:

The Emergency Response Finance/HR and Admin Officer’s mission is to ensure efficient and effective HR and financial management as well as administration in the SOS CVI Emergency Response Programme in Gaza. S/he is responsible for ensuring adherence to internal policies and procedures relevant to HR and financial processes in the Emergency Programme in Gaza.

This position is based in Gaza

MAIN RESPONSIBILITIES AND TASKS:
Human Resources – HR
-Ensures working conditions and staff regulations conform with internal SOS CVI and SOS Palestine procedures as well as legal requirements
-Prepares employment contracts and staff files for all ERP employees
-Is responsible for follow up of social security and tax office-related payments
-Supports the Project Managers and ERP Programme Manager in recruitment and selection as well as orientation and integration into the programme
-Supports the Project Managers and ERP Programme Manager in discipline and grievance where relevant
-Together with the Project Managers prepares and manages pay roll
-Responsible for maintaining and updating personnel database and files

Finance
-Responsible for recording and managing day-to-day petty cash payments
-Responsible for issuing cheques and other payments
-Ensures that all invoices are paid and recorded promptly and efficiently
-Monitors project expenses and reports any irregularity, overspending or under spending to the Project Managers and ERP Coordinator
-Elaborates monthly and donor financial reports
-Ensures payment of suppliers in accordance with the SOS CVI procurement procedures
-Ensures procurement procedures are adhered to and recorded for all acquisition of assets, goods and material
-Ensures that all cash, cheque books and financial records are properly stored and safely secured at all times
Admin

-Updates the inventory and fixed asset register of the Project as assets are acquired. –
-Conducts annual inventory control audits.
-Purchases stationary, equipment and other supplies, and deals with various suppliers as necessary. Consults the National Finance Staff before making major purchases.
-Controls the use of office telephones and fax machines by implementing appropriate registers &/or control measures. Ensures all private calls are charged to the individual concerned.
-Assists with the establishment of proper store-keeping records and procedures. Conducts regular checks of all stores (e.g. drug stores, stationary stores, etc.) to ensure stock-cards are accurate and all proper procedures are being followed.

Credentials:
-Minimum 2 years’ experience as a Finance/HR Admin Officer or similar

position;
-Degree in Business Administration, Accounting and Finance, or HR

Management;
-Fluency in English and Arabic is essential;
-Ability to work within a team
-Ability to work under pressure
-(I)NGO experience is an asset
