Program / Department Summary
Since 1986, Mercy Corps has helped Palestinians in the West Bank and Gaza access critical services and become more economically self-sufficient focusing its interventions on WASH, community crisis resilience, economic opportunities, and cash programming. The escalation of conflict that began on October 7, 2023, has sharply exacerbated the humanitarian crisis in Gaza and the region. With funding from ECHO, BHA, and multiple other donors, Mercy Corps and its partners are actively working to respond to the crisis and provide basic needs support at scale.
Mercy Corps is the lead agency for the Basic Needs Consortium (BNC). The Consortium, currently funded by ECHO, is composed of Catholic Relief Services, Danish Refugee Council, and an experienced network of local partners. The Basic Needs Consortium is implementing the Integrated Humanitarian Response program, which has the overall objective for conflict-affected populations in Gaza to have increased self-reliance and dignity in the face of shocks and stresses. The program supports a coordinated humanitarian response that enables vulnerable households in Gaza to safely and consistently meet basic needs while reducing their reliance on negative coping strategies, through shelter and settlements, protection, multi-purpose cash transfers, and coordination.
The Position (General Position Summary)
The Mercy Corps Finance Department is responsible for all financial functions in Palestine, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.
General Position Summary
Working in the Finance Department under the direction of the Senior Finance and Compliance Manager, the ER Finance Manager – Partners, will have primary responsibility for managing the related Mercy Corps Palestine and Donor rules, regulations, ensure the accuracy and completeness of Mercy Corps related accounting records and ensure Mercy Corps Partners’ Financial monitoring, control and reporting are implemented in line with Mercy Corps and donors Regulations.
Essential Job Responsibilities
Partners [60% of LoE]
- Lead the pre-award assessment documentation collection and review for Partners.
- Lead the drafting process of the Partners agreements and modifications with HQ Subawards Unit according to the Subawards Financial Management Manual (SFMM).
- Review Partners Financial Reports and verify original supporting documents.
- Prepare financial analyses and reports in a timely manner to support informed and effective decision-making for the BNC lead and other stakeholders.
- Ensure that supporting documentation of costs charged to MC is in line with the Donors’ rules and regulations and are submitted on time.
- Conduct regular visits and spot checks to Partners during the project(s) implementation.
- Conduct regular meetings with Partners to ensure that issues identified during the implementation period of the project, or issues that may arise, are dealt with in a timely and correct manner.
- Prepare Partners’ compliance review reports and share the observations with partners along with needed corrective actions.
- Ensure that Partners do not overspend or underspend, as this will have an impact on MC’s overall reporting to the donor.
- Ensure that all transfers of funds to Partners are registered properly in the Navigator Accounting System and maintain the Partners’ Cards in system up to date.
- Responsible for the electronic and hard copy archiving for all Partners agreements documents, narrative and financial reports and receipts in accordance with the Field Finance Manual.
- Assist in Partners close-outs ensuring that all requirements of the partnership agreement have been met and that Consortium Partners funds have been properly settled.
- Ensure all Consortium Partners are fully aware of ECHO/ Other Donors and internal regulations.
- Conduct additional technical assistance to Partners as necessary to maintain high standards of compliance.
- Ensure efficient and timely coordination with the Gaza Finance Team.
- Coordinate the preparation and ensure the on-time submission of the quarterly financial reports for international Partners to HQ.
- Assist the Senior Finance and Compliance Manager in responding to audit inquiries.
- Stay abreast of changes in applicable ECHO/ Other Donors policies and ensure changes are implemented as required.
- Conduct myself professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
ER Finance [40% of LOE]
- Provide financial review of ER related purchase requests, purchase orders, contracts, and payment requests to ensure compliance with Mercy Corps’ policies and procedures and project budgets and ensure compliance with Mercy Corps’ procurement policies and procedures for all goods and services as per AAM.
- Assist the Senior Finance and Compliance Manager in the preparation of ER related financial reports and BVAs, ensuring accuracy and alignment with Mercy Corps’ financial standards and donor expectations.
- Serve as a trained backup for month-end closing procedures, stepping in to manage these responsibilities when required.
Team Management

Supervisory Responsibility
- The Subawards Finance Assistant in the West Bank.

Accountability
Reports Directly To: Senior Finance and Compliance Manager.
Works Directly With: Finance and Compliance team in JR, WB and Gaza.
Knowledge and Experience
- Six or more years of general ledger accounting or auditing experience is required.
- A university degree in accounting or auditing is required.
- Five years’ experience in the Finance Department of an international NGO is preferred.
- Demonstrated competency with computerized general ledger software.
- Advanced computer skills in MS Office programs, particularly Excel.
- Prior management experience and strong organizational skills.
- Ability to manage and meet deadlines.
- Ability to work independently on multi-task load.
- Excellent oral and written English skills.
Success Factors
The ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The Senior Finance Officer must be willing to travel to Mercy Corps field offices and project sites.
