ERC protocol Consultant
Introduction:
The Palestinian Authority (PA) with financial assistance from the World Bank has approved a Project, denominated Digital West Bank and Gaza Project which seeks to produce concrete and tangible results for the Palestinians through increased access to high-speed broadband services and increased access to selected e-services to citizens and businesses. The project will focus on key areas to unleash the potential digital transformation in the WB&G addressing some of the existing challenges in the sector. It will strengthen the digital resilience of the WB&G and the ability of the PA to respond to shocks, such as COVID-19.
In its Component 2 (“Implementing Digital Infrastructure Solutions for Emergency Response, Recovery and Resilience”), the Project will support digital infrastructure development and facilitate the use of digital technologies for building resilience, mitigating against emergencies and disasters, and digitally connecting communities and businesses.
This subcomponent (i) will contribute to the creation of the nationwide ERC, which will integrate existing public security, disaster, and medical emergency systems in the Palestinian territories. The center will also serve as a single hotline for COVID-19 responses in the short to medium-term. It will serve as central command and control facility responsible for emergency preparedness, early warning or disaster management functions at a strategic level during an emergency and ensure the continuity of the operation of the PA in the long run. It will help mobilize and equip national and local emergency and health departments to handle many different types of crises that threaten the health and resilience of families, communities, climate change and the environment.
In order to facilitate the population access to emergency services through the ERC, and to support staff in the ERC with the management and centralized attention during public emergencies, The Ministry of Telecommunications and Information Technology of the State of Palestine (MTIT) is aiming at integrating the existing emergency numbers into a unique emergency response number.
Objectives:
The MTIT and the Project Management Unit (PMU) are seeking to have an individual consultant to review current protocols’ changes to move to unified ERC
This consultancy service is about merging protocols for first response of three main emergency entities in one unified emergency first response and separating First Response from disnature process. These entities are PRCS, Police and Civil Defense.
This consultancy can be divided into:
1- An assessment of current situation and used protocols and processes
2- Proposing a unified first response policies and procedures based on international emergency response standards, then designing a clear roadmap to move from current state to standard unified first response UFR with none disruptive transition
3- Preparing functional requirements to be part of bidding document for purchasing or upgrading current call/centers
4- Participation in vendor selection and evaluation process up to the contract

The candidate shall fulfill the following requirements:
- BSc or Master’s degree in Emergency Management, Engineering, Institutional development, or
business process re-engineering or related field
- Minimum of 15 years of experience
- Should have similar project implementation within his/her career from protocol review and change
process prospective
- Minimum 5 years in developing and customizing, business process analysis and re-engineering for
emergency response similar project/s
- Expertise in preparing and chairing function meetings and conferences with emergency response
FR staff from stakeholders.
- Ability to work effectively with high-ranking government officials, to advise and interact with all
levels of management and staff.
- Good knowledge in the emergency management systems.
- Basic knowledge in the IT and Telcom relevant to the project
- Onsite service Fluency in spoken and written English, Arabic language is a plus.
