We are looking for an EWASH Advocacy Task Force Coordinator to coordinate the advocacy activities of EWASH (Emergency Water, Sanitation and Hygiene Group), a coalition made up of 27 organizations working in the Water, Sanitation & Hygiene sector in the Occupied Palestinian Territory.

Purpose of the Job
The main purpose of the Advocacy Task Force (ATF) Coordinator is to harness the resources of EWASH, a group of 27 organisations working in the water and sanitation sector in the Occupied Palestinian Territory, into a common strategic approach to advocacy for the WASH sector. The role of the Coordinator is to provide steer to the implementation of advocacy activities to advance agreed objectives.
The Coordinator will provide line-management to two Advocacy Task Force Officers and will be responsible for building the capacity of WASH partners to enable them to play an effective role within the coalition. The Coordinator will bring the relevant advocacy experience, previous work experience with coordinating the work of a coalition and understanding of key WASH sector and Human Rights issues in the Occupied Palestinian Territory. The Coordinator will be in charge of liaison with, and reporting to, the EWASH Members and the EWASH Steering Committee and will be supported and supervised by the Oxfam GB Policy Coordinator. The EWASH Advocacy Task Force is currently hosted by Oxfam GB.
Key responsibilities
-Facilitate the development and provide leadership in the implementation of the EWASH advocacy strategy.
-Develop a tactical work plan that is consistent with the objectives of the EWASH strategy and which maximizes the use of coalition resources, including to agree on joint messages, prepare, edit and disseminate advocacy products such as press releases, letters and briefing papers and other advocacy materials and organise advocacy events,.
-Actively develop and manage institutional relationships with EWASH members and key stakeholders.
-Network with stakeholders in the water sector and harness their support in delivering the objectives of the advocacy strategy.
-Provide regular briefings to policy-makers, media and civil society organisations to raise the profile of water and sanitation issues in the OPT through media and other means in support of the overall advocacy strategy.
-Provide steer and input to EWASH’s popular mobilisation campaigns and mobilize local and international constituencies for action on the priority issues identified in the EWASH advocacy strategy.
-Represent EWASH in coordination meetings with other sectors/agencies and coordination bodies such as AIDA and the HTC.
-Provide ongoing support and guidance to two Advocacy Task Force officers and to build advocacy capacity amongst EWASH partner organisations.
-Ensure that activities carried out in both West Bank and Gaza are well coordinated, carried out on time and to a high standard.
-Lead in the periodic Monitoring, Evaluation, Accountability and Learning assessment of progress and implementation of the EWASH advocacy strategy in conjunction with EWASH members.
-Produce and ensure the timely submission of reports in view of donor reporting requirements.
-Produce periodic progress reports and regular policy analysis to EWASH members.
Qualifications and Competencies
Education:
Masters degree (essential).
Experience:
At least six years experience working in advocacy with local and international NGOs (essential).
Core Competencies:
-Good working knowledge of WASH issues in the Occupied Palestinian Territory.
-Familiarity with International Humanitarian Law and International Human Rights Law.
-Good understanding of the political context in both the country and the region
-Good knowledge of advocacy and lobby targets both in Israel, occupied Palestinian territory and internationally.
-Proven lobbying and advocacy experience to achieve specific objectives at local and
international level.
-Ability to bridge between conflicting positions of a large and complex coalition towards a common approach and joint ways of working.
-Exceptional organisational ability. Proven experience working in a complex environment and ability to adapt to a fast changing environment and numerous competing job requirements with poise and humour.
-Experience in motivation of team and coalition members to achieve results within given timeframes and encouraging others to respond positively despite frustrations and setbacks, in order to accomplish objectives.
-Substantial experience in making sound decisions, ability to show flexibility from initial plans and willingness to consult. Ability to remain impartial in complex situations.
-Good knowledge of local and international NGOs and key actors in the WASH Sector and beyond.
-Excellent spoken & written English (essential).
-Knowledge of Arabic a plus
