Job Title: Executive Director and Fundraising Specialist
Location: VET-NGO League Office, Ramallah

Job Description
The VET-NGO League seeks to hire an Executive Director who will guide overall operations and
lead fundraising efforts. He or she will report to the VET-NGO League Board, primarily through
its Chairperson.

Introduction: a Brief Description of the League
The VET-NGO League, often referred as the League, is a non-governmental association of 15 Palestinian technical and vocational education and training (TVET) institutes. The League seeks to improve the quality and relevancy of the services provided by its member institutions while promoting technical and vocational training as a viable option for Palestinians who seek increased professional opportunities.
The League possesses clear strategic objectives. Among them are strengthening collaboration and
dissemination of knowledge among League Member Institutions, building partnerships between these institutions and private sector companies, and implementing plans at the national level for the overall advancement of the TVET concept as an important, yet underutilized tool for the development of the Palestinian economy. Moreover, at the local, community-based level the League strives to build the capacities of its individual member institutions and to extend the benefits of technical and vocational training to marginalized youth in areas throughout Palestine.

The League seeks to hire an Executive Director who can lead efforts to achieve the objectives of the
organization. During the early stages of his or her employment, the Executive Director will participate
in a three-day operations plan workshop during which the many stakeholders of the organizations will set measureable strategic goals with the aim of achieving these objectives in mind. On a day-to-day basis, the Executive Director will be the primary person responsible for ensuring that the organization meets the goals set in its three-year operations plan.

Duties and Responsibilities
1-Direct League operations, focusing primarily on achieving the goals of the three-year operations plan;
2-Liaison with the league board members as needed to build consensus and support their plans;
3-Provide the League team with oversight, leadership, and direction;
4-Expand the network of the League by building relationships with the donor community, the private
sector, and government agencies; and, leverage this network to accomplish strategic objectives.
5-Represent the VET-NGO League in various capacities as delegated by the League Board;
6-Prepare reports to the League Board and participate in Board meetings as needed;
7-Organize efforts to prepare annual plans and budgets;
8-Ensure that League operations follow all relevant policies and procedures;
9-Lead fundraising and proposal development efforts.

It is important to note that at the current time the Executive Director will focus substantial on fundraising. Over the course of the coming year, the League will need to secure additional funds to
meet its strategic objectives. His or her leadership role will increase substantially as the organization secures greater funding and begins implementing a greater number of program initiatives. The League expects to expand substantially in the near future given the current focus of large donor organizations on the development of TVET services in Palestine.
The VET-NGO League receives support from the United States Agency for International Development (USAID) through the Technical and Vocational Education and Training (TVET) program. Save the Children USA and Mercy Corps work with the League and USAID as the primary contractors of the TVET program.

Job Qualifications:

-Education: advanced degree pertinent to public relations and/or business management.
-Not less than seven years of strategic development and fundraising experience.
-Not less than five years of professional experience at the management level.
-Knowledge of fundraising cycles, proposal formats, and application procedures for key donors.
-Proven track of successful fundraising and project implementation.
-Knowledge of international donor project management requirements and policies.
-Proven leadership, interpersonal, representational and supervisory skills.
-Experience with and knowledge of the Palestinian TVET system is a plus.
-Fluency in spoken and written English and Arabic (ability to generate reports in either language).
-Ability to articulate a clear understanding of the VET-NGO League and its vision for the future.
