Private Sector Development Cluster Project (PSDCP)
The Federation of Palestinian Chambers of Commerce, Industry and Agriculture (FPCCIA) in partnership with the Palestinian Ministry of National Economy (MoNE) have received financing from the French Development Agency (AFD) to implement the Private Sector Development Cluster Project “PSDCP” in West Bank and Gaza (2012-2016). The project’s operational unit is hosted within the FPCCIA.
The objective of the PSDCP is to strengthen the competitiveness of the local companies, especially the MSMEs, in order to increase their local market share and/or explore new markets for export through (1) supporting the structuration of productive sectors/sub-sectors with high potential by the creation of linkages between the stakeholders of a same value chain on a defined territory through the cluster approach and (2) improving the public-private dialogue.
Within this project, FPCCIA seeks to recruit a highly qualified individual for the “Consulting Assignment: Expert for Policy Development”
Job Summary:
This assignment requires the development of a framework for a “best practice” cluster policy that can be expanded to inform on Palestinian cluster policy, where such a policy can be considered for integration into the overall policy framework for Palestine’s MSME competitive development.
The PSDCP seeks the services of a local expert who will work with the international expert providing technical assistance to the CU and the MoNE and the Coordinator for Policy Development to devise and develop the draft which can be presented to the MoNE for consideration. Throughout the assignment, the focus will be on building capacity within the CU team. The duty station for this assignment is the Ministry of National Economy in Ramallah, with visits to the five pilot clusters.
This assignment is for a maximum of 78 days, and is to be completed by the end of July 2016 or another date as approved by the FPCCIA.
