Expert for Urban and Regional Planning
The Palestinian Authority (PA) has received financing from the Government of the Kingdom of Belgium toward the cost of the Consultancy and Expertise Fund- ICP 2012-2015, and intends to apply part of the proceeds for consulting services. The National Spatial Planning unit (NSP) is an entity that is mandated by the PA to preparer the first Palestinian National Plan steered by a ministerial committee of seven ministers. The Minister of Planning is nominated by the PA to lead the ministerial committee responsible to prepare the NSP.
The consulting services to be provided by the Expert for Urban and Regional Planning (“the Services”) include conducting analysis and producing plans related to urban and regional developments in integration with infrastructure networking and economic nodes considering the framework of the (NSP). The Expert shall:
-Contribute to the preparation of various urban development studies and plans - studies related to Planning – national urban fabric, assessment of the current situation, solutions and alternative scenarios.
-Participate in the planning process within the technical team on the National level.
-Participate in the various coordination mechanisms between different ministries
-Research, analyze and present information gathered from diverse sources for the project within the urban planning field.
-Liaise closely with the technical team.
-Respond to various inquiries and information requests internally and externally;
-Assist in the organization of meetings, seminars, conferences, workshops, etc with other sectors
The NSP unit under the ministerial committee lead by the Minister of Planning now invites eligible individual consultants (experts) to indicate their interest in providing the Services. Interested experts should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Academic degree: minimum BA degree, preferable master degree in urban, regional or spatial planning.
Experience: Min 5 years’ experience in urban, regional or national planning including experience in research.
Excellent report writing in both Arabic and English.
Proficient computer skills and use of relevant software, e.g. word processing, Photoshop and Autocade; knowledge in GIS is an advantage.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition) - selection of Individual Consultants
