Background
The Office of the Deputy Minister of Justice (DMoJ) is one of the main Departments in the Ministry. The DMoJ's office is an extremely busy unit with a wide variety of tasks. These include following up regulations issued by the Ministry and orders issued by the Minister, facilitating the overall work of the MOJ, developing the strategic plan for MOJ, following up with employees, and communicating policy to all staff. The DMoJ's office desires to further define and develop these tasks and to increase the capacity of the office through streamlining and other efficiencies. Improvements made in the DMoJ's office will be followed by development of other MOJ units.

Tasks
Review the current capacity and needs of the Deputy Minister of Justice's Office to devise a new strategic plan for MOJ.

The Expert will work closely with MOJ to assess the structures of Deputy Minister of Justice's Office and devise new methods and structures.

Topics that the Expert will address include:
-Needs assessment - reviewing the current needs assessment process in the office.
-Structures - reviewing the status of office procedures and the process for developing procedures. This includes reviewing procedures for implementing MOJ regulations, defining needs, and suggesting some avenues for development and improvement of processes.
-Administrative mechanisms - review tools used in the office and suggest approaches for improvement.
-Monitoring and evaluation - review current efforts and donor assistance for monitoring and evaluation through the office. Also, review structures and contacts with other donors for hiring staff to apply the new structures and methods
-Suggest methods to facilitate the work of the office in following up with the employees and on MOJ regulations.

Results
The Expert will produce a report covering the above topics and any others that may arise. The report should include, for each of the above issues, and for the MOJ overall where relevant,:
-an overall review of the Deputy Minister of Justice's office interaction with donors
-recommendations for how PJEP and other donors can best assist the Deputy Minister of Justice's office.
