Technical Assistance Programme for the Palestinian Civil Police (PCP)

Human Dynamics (www.humandynamics.org) is the lead partner of an international Consortium that is implementing an EU-funded project in support to the Palestinian Civil Police (PCP) in Palestine (planned project duration: 24 months, till July 2015). For this purpose, we are seeking for qualified, experienced and dedicated individuals to join our project team in Palestine as:

Call for Local Experts

Individual experts/consultants in the following areas are invited to submit their CVs accompanied by a short summary of the relevance of their qualifications and skills to this call.

Key fields of expertise:

-Monitoring and Evaluation
-Performance Management
-Development/change management
-tatistical or Information Analysis
-Public Perception or Victimisation Surveys
-Trained Facilitators
-Process mapping, reengineering and development of standard operating procedures (SoPs) for training functions.
-Development of Job Descriptions based on competency profile analysis and job requirements
-Development of operational plans.
-Development of training curriculum in Training Needs Analysis (TNA) and training evaluation and delivery of training.
-Development of Train-the-Trainer Courses (ToT) on training administration, analysis and re-design existing curricula on curricula devel­opment, training program and training courses development, and training delivery skills & development of Train-the-Trainers Training Plan.
-Development of a comprehensive IT training system to include a centralized training data­base with course and individual-level data linked to the HR performance evaluation system.

 
Required skills and qualifications:
-At least  5 years of general professional experience is required in the appropriate field (s) for which you are applying.
-With reference to the training opportunities, expertise in training management is a must.
-Fluency in both English and Arabic languages is required.
-Experts should have strong analytical, organizational, communication and interpersonal skills; ability to compile and analyze relevant information; ability to work with government officials and institutions; demonstrated ability and willingness to work as a member of a team.
-The IT specialist should be a certified database developer with solid experience. Advanced knowledge (using SPSS, apply the appropriate descriptive and inferential tools of statistics to summarise data, weigh up evidence, and draw conclusions) on Statistical Package for the Social Sciences (SPSS) program.
