AMIDEAST, an international non-profit organization in the West Bank and Gaza, is seeking an
external consultant for its USAID funded education program-Model Schools Network (MSN)
Program. AMIDEAST’s Model Schools Network Program will be recruiting an external consultant to
work with 12 private schools in Gaza on the School Improvement Planning (SIP) process. The school improvement planning is a process through which schools set goals for improvement.

EXTERNAL COUSULTANT
Department Gaza Field Office
Supervisor MSN PROGRAM MANAGER
Working Hours/Days 20 WORKING DAYS (160 HOURS)
The external consultant’s main task will include:
1)Review all SIP plans provided by the schools last year
2)Revise these items in each school and categorize them into three categories: a) done b) in
progress c) not implemented. In each item to decide what are the obstacles and what are the
success, then the plan to move forward on each item and what intervention is needed.
3)Reviews the process of implementing the SIP at each school, including the SIP team, how it
functions, and future plans.
4)Determine the contributions from the community to the SIP, successes, shortages and other
issues.
5)How much do SIP activities contribute to improving the school environment, relations, and
accomplishments (provide evidence)
6)Other relevant issues asked by MSN
Minimum Qualifications and Required Skills
-Master degree in education or relevant field required
-Experience implementing/managing basic education quality improvement & leadership programs
-Fluency in Arabic and good English
-Experience with innovative school strategic planning
-Experience with school improvement/reform processes
-Experience with development of materials, workshops, and training modules for replication
within a school network
-Understanding of public and private Palestinian school systems
-Clear understanding of the MoEHE system and lines of administrative authority
-Strong interpersonal skills, with proven track record of managing relationships with a diverse
range of partners, staff, and donors
