Introduction

Plan UK, War Child Holland (WCH), International Medical Core (IMC) and Terre des hommes (Tdh) have decided to form a strategic partnership on child protection- to create a consortium of organisations committed to working together to increase coverage and impact of gender sensitive child protection activities and share information.

 

Staff from these partner organisations were involved in the Joint Initial Rapid Assessment (IRA), developed by cluster coordinators, which started on the 13th of August 2014 covering the governorate level in Gaza. The second phase of the Assessment took place on the 18th and 19th focusing on the municipal level. Data collected in both phases was analyzed to determine the overall level of humanitarian needs (initial results presented below). UN Office of the High Commissioner for Human Rights, as the Protection Cluster Lead, has pre-coordinated input in the Joint Initial Rapid Assessment to ensure questions on protection, gender concerns and access to information have been integrated in the tool. A specific focus was added on IDPs, women, children, persons with disabilities and elderly.

All three Gaza-based organisations working with the Child Protection Working Group (as sub-working group of the protection cluster) led by UNICEF, developed a project proposal together with Plan, which was submitted and accepted by DEC (UK). The project titled “Restabilising Protection & Resilience:  Provision of gender-sensitive child protection services to vulnerable children and their care givers” was initiated in September 2014.

 

The project has the following expected results:

Displaced and vulnerable boys and girls and their care-givers have increased psychosocial wellbeing and resilience through psycho-social activities, with men taking an increased role in the psychological wellbeing of their children

A pilot child protection and livelihoods re-initiation project has been completed with the most vulnerable families and the lessons learnt shared with project partners and other stakeholders

Displaced boys’ and girls’ vulnerability to abuse, GBV, exploitation and UXO has been decreased

Displaced and vulnerable boys and girls are able to return to school and are encouraged to do so by their parents and peers

Implementing partners and their partner organisations have improved both their understanding of and ability to implement gender sensitive programming and accountability to beneficiaries


Terms of Reference

As planned in the second expected result, above, a capitalisation report must be drawn up and shared with partners in order to decide whether or not to continue with such livelihood activities.

 

Research questions
Assess the degree to which the first phase of this livelihood program achieved its planned objectives/outputs (ref. to logframe); seek the views of beneficiaries themselves and compile their suggestions for improvements;
Propose any changes for subsequent phases (currently planned: 25 more families at 2’000 CHF per family on average);
Assess outcomes at different levels, including beneficiaries, community members, and families; Assess the longer-term sustainability and impact or potential impact of the project;
Assess desired closeness to child protection outcomes in future projects.  Tdh recognises a greater impact and a better quality of child protection programming (including programmes addressing worst forms of child labour) when parents/caregivers are supported and strengthened within the families. Hence, previous phases of child labour project contained a component on supporting target families through income generating activities or livelihood activities which Tdh might want to continue. CdB has declined supporting livelihood as part of the current child labour project phase. However this does not mean that other donors will not be interested.
Assess appropriateness of selection criteria and application thereof;
Assess appropriateness and quality of business plans;
Compile portfolio of possible context specific IGA options develop training materials and tools;
Determine the main strengths and benefits of the project;
Identify the main challenges that arose during the project implementation;

10-If Tdh should continue livelihood projects, indicate the minimum and maximum number of projects that can be initiated and followed on an annual basis while maintaining quality of the intervention.

Capitalisation report (maximum 15 pages) that answers all above-listed questions.

Minimum requirements
Substantial experience of building (or facilitating the building of) sustainable businesses and/or cooperatives in a developing world context (at least 5 years).
Advanced understanding of market-focused job creation and self-employment options and opportunities.
An understanding of designing interventions that consider the specific social needs and problems of vulnerable or marginalized groups (women, young people, others).
Demonstrated experience of directing systematic, data-based analyses complex of social phenomena from first principles.
Knowledge of the entrepreneurial environment in Gaza is an advantage.
Proven knowledge and experience in  food security, livelihoods, income generation programme  evaluation and programming (self-reliance, small business development, SME, etc.), with focus on rural contexts in Palestine
Significant field experience in the coordination, design, implementation, monitoring and  evaluation of humanitarian / development projects in fragile contexts.
Proven track record in  the use of qualitative and quantitative evaluation methods.
Relevant degree / equivalent experience related to the evaluation to be undertaken.
Understanding of gender considerations and mainstreaming and ability to integrate gender lens in the evaluation.
Understanding of conflict dynamics and its impact on economic development (preferably knowledge of the Palestinian context).
Excellent writing skills and ability to produce clear actionable reports (may be required to produce examples of previous work).
Fluency in English and in Arabic
Ability to manage available time and resources and to work within tight deadlines.
Independence from the parties involved.

 
The Consultant will conduct his/her duties in respect of the Charter of Terre des hommes and within the Convention on the Rights of the Child, including the Tdh Child Protection Policy. Tdh expects that the professional conduct of its employees and contractors reflects proper behaviour in accordance with Palestinian culture and the local traditions. The Consultant will ensure the moral protection of the name of Tdh and defend in all circumstances the interests of the movement.
