External Consultant_Organizational Needs Assessments

Catholic Relief Services is an international aid agency present in Jerusalem, the West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice.  For further information about CRS, please visit: www.crs.org.

CRS is implementing the Civic Participation Program (CPP), a three year project funded by USAID to strengthen Palestinian civil society by increasing Palestinian civil society organizations’ (CSO) viability and promoting civil society’s institutional development throughout the West Bank and Gaza.

CRS wishes to subcontract a qualified third party/ parties to administer the Participatory Organizational Needs Assessment Tool (PONAT) to approximately 15 organizations during August 2011.  The consultant will be responsible for:

-Administration of the PONAT, including general survey, climate survey, and beneficiary survey
-Creation of an assessment finding report
-Creation with the CSOs of development plans based on assessment findings.

In CPP experience, the above requires 5-6 working days per CSO.   CPP will provide PONAT orientation to the chosen consultant.

Required qualifications:

-Previous experience in Palestinian civil society capacity development needs and priorities.
-Previous experience in conducting capacity building assessments.
-Strong analysis, communication, and partnership skills
-Ability to travel throughout the West Bank
-Available to conduct consultancy during period of August 10-30
