External Evaluator

PCPD is seeking to procure the services of an independent external evaluator to conduct a mixed-method, gender-sensitive evaluation for the 20 months of project implementation. The evaluation will assess the delivery, effectiveness, short term impact of the project, and report the findings, lessons learnt and recommendation for future programing and advocacy strategies throughout the process.  This Mid-term review aims to link to the baseline study findings which measured the situation with the start of the project, the Palestinian Center for Peace and Democracy cooperated with JMCC in conducting an opinion poll to have a clear idea about the Palestinian views and stands on the peace process, non-violent approaches, two-state solution and the role of youth in any future political process. This is the baseline of the project, and it will be repeated in 2024, as the end line of the project, to enable us to conduct a comparison study between the results of the baseline and the end line to check if our action has made any improvements or not.  The Mid-term review shall use mixed approach methodology for data collection which also includes a reasonable sample framework to be proposed by the consultant/consultancy firm. There also has to be participatory, inclusive (consultations with all stakeholders, considering gender, age, disability and other vulnerability considerations), sensitive of social norms and practices, ethical data collection (safety, informed consent, etc...).

The following key considerations for data collection and analysis are mandatory: 

• Data collection for men and women, boys and girls (gender disaggregation of data as a minimum during the analysis).
• Other disaggregation criteria (age, location, vulnerability status, etc) 
• In addition, the evaluation methodology should consider the consultations and meaningful engagement and participation of the youth all along the evaluation process and highlight key approaches for undertaking it in a highly interactive tools and means of data collection: 
• Data collection methods which are age and gender appropriate

Qualifications: bidders are required to clearly identify and provide CVs for all those proposed in the Evaluation Team, clearly stating their roles and responsibilities for this Mid-term review. Please name who in the team leads on gender, mixed methodologies, and please provide their CVs. 

The proposed evaluation person / team should include the technical expertise and practical experience required to deliver the scope of work and evaluation outputs, in particular with regards to:

• Review design: the team should include skills and expertise required to design, plan and conduct mixed-method project evaluation.
• Skills in quantitative and qualitative data collection and analysis, drawing findings from multiple sources and handling potential contradictions between data sets.
• Relevant subject matter knowledge and experience: knowledge and experience required on conducting research on YPS to ensure that the evaluation design and research methods are as relevant and meaningful as possible given the aims and objectives of the project and the context in which it is being delivered;
• Country context experience: it is particularly important that the team has the appropriate country knowledge /experience and language proficiency (Arabic and English) required to conduct the research required; 
• Information management: design and manage sex- aggregated data and information systems capable of handling information for end line and for MEAL purposes.
• Statistical analysis: a range of statistical modelling and analysis of impact data; highly proficient user of SPSS or STATA; and qualitative data analysis techniques, where needed.
