Facilitator for Coordination
Title: Facilitator for Coordination\Dialogue Sessions between Violence Against Women Service Providers within the Justice, security and Social Sectors.
Objectives of the assignment:
- To facilitate regular dialogue sessions between stakeholders from the social, security and justice sectors on topics of mutual concern and interest.
- To prepare a narrative report on each session, covering main points discussed, points of agreement, suggestions and recommendations.
To ensure proper and regular update from stakeholders on the status of implementation of the sessions’ recommendations.
Description of Responsibilities:
Under the overall supervision of the UN Women Special Representative in the State of Palestine, the direct supervision of SAWASYA UN Women Programme Specialist, and working in close cooperation and coordination with UN Women technical team, the selected consultant will undertake the following tasks, duties, and responsibilities:
A. Inception phase:
- To meet with relevant stakeholders and UN Women to prepare for the assignment and identify topics of the dialogue sessions.
- To prepare an inception report that includes the workplan with timeline, the methodology reflecting the discussions with the stakeholders and UN Women, and key deliverables.
B. Implementation phase:
- To meet with UN Women and relevant partners to collect data and get a background about the topics that will be discussed in the sessions.
- To facilitate stakeholder dialogue sessions per the following:
- Five (5) dialogue sessions (a bi-monthly meeting) between the Public Prosecution and High Judicial Council relevant teams, on topics related to the protection of women victims and survivors of violence in court.
- (Five) 5 dialogue sessions (bi-monthly meeting) between the Public Prosecution and Palestinian Civil Police relevant teams, on topics related to the protection of women victims and survivors of violence.
- Three (3) dialogue sessions (quarterly meeting) between all stakeholders, such as the Public Prosecution, High Judicial Council, Ministry of Social Development and Palestinian Civil Police relevant teams, on topics related to protection and access to justice to women victims and survivors of violence.
- Three (3) dialogue sessions (quarterly meeting) between all stakeholders such as the Public Prosecution, High Judicial Council, Ministry of Social Development and Palestinian Civil Police relevant teams, on topics related to the protection, fair trial and integration of women in conflict with the law.
- Three (3) dialogue sessions (quarterly meeting) between all stakeholders- under the leadership of the Ministry of Women’s Affairs, such as the Public Prosecution, High Judicial Council, Ministry of Social Development and Palestinian Civil Police relevant teams to review VAW serious cases.
C. Reporting:
- To prepare a report on each session, including main discussed points, key observations, and recommendations and share it with UN Women and relevant stakeholders.
- To prepare a final narrative report, highlighting main achievements, challenges, opportunities and recommendations for ways forward.
Deliverables:
- An approved workplan with methodology and timeframe. (Two weeks after the signing of the contract)
- A report on each session, including main observations, key points discussed, and recommendations. (Monthly report)
- An approved final narrative report. (Two weeks before the end date of the contract)

Qualifications:
Education: A BA degree in law, gender, criminology, social studies, or any other related field. A Master’s degree is an asset.
Experience:
- At least 3 previous experiences with the justice and security sectors.
- At least 3 previous proven experiences in facilitation, preferably with the justice and/or the security sectors.
- At least 5 years of experience in the field of gender equality, and violence against women.
- Experience with the UN system or/and International Organizations.
Language Requirements: Fluency in Arabic and professional knowledge of English.
Evaluation Criteria:
This SSA modality is governed by UN Women General Terms and Conditions. UN Women will only be able to respond to applicants who meet the minimum requirements.

Candidates should have the ability to quickly submit degree certificates, medical certification (of good health) expression of Interest (EoI).
Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation. Only candidates obtaining 30/50 in the desk review will be considered for Technical Interview.
Technical Evaluation (70%) – max. 70 points.

- At least 3 previous experiences with the justice and security sectors. (max.5 points)
- At least 3 previous proven experiences in facilitation, preferably with the justice and/or the security sectors. (max. 20 points)
- At least 5 years of experience in the field of gender equality, and violence against women (max. 10 points)
- Experience with the UN system or/and International Organizations. (max.5 points)
Technical interview: (max. 20/70 points)
Financial Evaluation (30%) – max. 30 points.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
p = 30 (μ/z)
Using the following values:
p = points for the financial proposal being evaluated
μ = price of the lowest priced proposal
z = price of the proposal being evaluated

Financial proposal. Shortlisted candidate will be requested to submit a financial proposal. The financial proposal shall specify a total lump sum amount breaking down a daily professional fee, proposed number of working days and any related expenses, i.e. travel and communications expenses.
